A Question of Construction.
Gov. Durbin did not vote Tuesday although the constitution says the governor shall reside at the capital. He does not think the constitution means that the governor shall become a tax payor and voter at the capital. He keeps legal residence for these purposes in Anderson. The late Gov. Mount voted in Indianapolis. He construed the constitution to mean that the governor’s legal residence shall be at the capital of the state and that a man must vote at his legal residence.
