An Unreasonable Revenue Ruling.

Capt. Elam, the district revenue collector, was here Thursday. He informed our county clerk of a new ruling of the department which requires 50 cent revenue stamps on all bonds of administrators, guardians, executors, trustees of estates etc. It seems like a most unreasonable ruling, especially in view of the fact that the revenue has./just been taken off from many other kinds of bonds, which would be much more proper ly taxed, than those like we have just named. But as long as it is held to be the law, it must be complied with.
