The Law Was impractical.
In his message Governor Mount touched upon the Kankakee river improvement question as follows: ‘'The legislature of 1899 passed an act which beoame a law by lapse of time March 10, 1899. This law provided that the governor expend for the improvement of the Kankakee river certain swamp land funds now in the state treasury. I have fouud in impraotioable to comply with this statute. First, for the reason that I am unable to determine what amount of this money was derived from the sale of swamp land adjaoept to the Kankakee river. Second, I could not intelligently expend public money without a survey showing the outlet and fall, and whether the contemplated improvement was practical. If this money is expended, it should be under the supervision of a competent engineer, who, having ascertained by survey the wisdom of such improvement, takes charge and executes the same.
