Bill For Whipping Post.

Representative Neal, of Noblesville, will introdaoe a hill in the legislature to establish a whipping post in Indiana. The bill was written by A. Guy of Hamilton county, a justioe of the peaoe. The measure specifies public whipping for wife beaters, men who insult ladies on the street or other public places, those who use obscene language in the presence women and petty thieves who under the present law oannot be sent to the penitentiary. There is no probability of its becoming a law, but if its provisions were restricted to aggravated cases of wife ofobild beating, we believe it woold be a good law.
