“We must keep the Philippines, is poor statesmanship that does not look beyond the immediate future,” says Senator Teller, leader of the Silver Republican party, that last hope of the Bryan Democracy. Dingley law export figures continue to disgust the Democratic brethren. In the twelve months ending with October 1899, they were $1,296,890,845 against $809,849,289 in the corresponding twelve months of 1895, when low tariff was showing off. Although an American army of 60,000 men will be operated on the other face of the globe by the first of the year, yet the revenues of the United States exceed the expenses and the people are happy and prosperous. A subject which is agitating the West at the present time, is the storing of flood waters for irrigation purposes. No political issue has yet been made out of the question except by one or two frenzied editors. The whole country, however, west of the Mississippi is almost a unit in asking that the National government build storage reservoirs at the heads of principal streams for irrigation purposes and to prevent floods in the lower river. It is claimed that the question is a national one and that the goverment should thus improve its arid lands and so make them salable as much as it should improve harbors, dredge rivers or construct levees. As a matter of fact western senators are in a position to almost insist upon such by Congress, which, however, is no more than right.
