War In South Africa.

A state of war now exists between the Transvaal and England, having been precipitated by an ultimatum sent by the Transvaal and evidently intended to bring ou the war. American sympathy will be divided as alsoAmerican opinion as to which nation is wholly or mostly to blame. No doubt neither nation is wholly free from blame, but when, it is remembered that the Transvaal government has, unquestionably, been very oppressive towards their very large foreign population, and that England bad the right, under treaty, to secure fair treatment for these foreigners, and that the demands made upon the Transvaal in their behalf have been not at all unreasonable, it would seem, as far as the circumstances now appear that the Transvaal is principally to blame for the bringing on of a war which is sure, in the end, to result so disastrously to her.
