V . Russian Diplomat, Baron de Stael, Filled the Poat of Honor. Baron de Stael, the permanent chairman of the Czar’s peace conference at The Hague, Holland, is Russia’s ambassador to Great Britain and possesses the highest qualifications for his present duties. He represents the old school of diplomacy, but is its finest embodiment in Europe. As the real issue lies between St. Petersburg and London, the fifteen years of his diplomatic career at the Court of St. James have given him a special intimacy with the controversies between the two powers. No one could have a better knowledge St what to avoid. His

judgment and good temper are unfailing, and he made an admirable presiding officer. At the outset he earnestly desired the Czar not to impose these responsibilities upon him, and only yielded when the Emperor made it a matter of personal as well as patriotic obligation.
