Death Penalty a Failure.

A writer in the Arena contends that the death penalty has been a failure in this country, basing this conclusion on the increase of homicides. The figures given are somewhat startling. In 1880 there were only 4,290 homicides in the United States, but in fifteen years the number went up to 10,500.
