Makes Street Improvement Difficult.
A new law of great interest to cities like Rensselaer, is now in force, having passed with an emergency clause. It provides that no street or sidewalk improvement assessment shall be levied in cities of less than 12,000 inhabitants, if twothirds of the resident owners of the whole line of lots bordering on the proposed improvement, shall file a written remonstrance against it, Another act gives mayors in cities of less than 30,000 the righ t to veto ordinances, but a majority vote of the council can pass them over the veto.
