Gifford’s Drainage Bill.
A Kankakee drainage bill was introduced by Representative Knotts Wednesday and which we understand to be the one lately mentioned in these columns as haying been drawn up by B. J. Gifford. It provides for a drainage district and fen three commissioners, unless more than three counties are in the district, then there shall be a commissioner for each county. The property in the district is to be assessed in accord with benefits, jnst as in the case of sewer assessments. Mr. Knotts says that owners of Kankakee val* ley land favor the bill. He estimates that the river can be straightened and the marshes drained at an assessment on an average of fl an acre. About 720,000 acres are alleged to be included in the Kankakee marshes.
