Commissioners’ Allowances.

We are ourselves to blame for our neglect and indifference of our merchant marine in the foreign trade. Had the nation given proper attention to it, its present plight would have been impossible. None but a select few, and these the most influential of our public 11aC.AJj OU • c i*-ajr Ma. vLumUarassments to which our Govern ment was subjected during our war with Spain, from the lack of merchant ships and seamen. Disaster threatened, many times, just on this account, the details of which cannot be fully disclosed. It is to prevent a recurrence of such a danger that Representative Payne and Senator Hanna have introduced, in their respective branches of Congress, identical bills, the purpose of which is to grant to American ships in the foreign trade compensation sufficient for them to cope with the shipping of foreign nations now enjoying governmental aids aggregating much more than twenty millions of dollars each year. This bill ought to pass at this session. According to Dun’s Review, this happy country is sailing on the highest tide of prosperity it ever attained. That publication says4*The year has not only been one of victory, of important increase in territory and of incalculable expansion of the influence of the United States among other nations but has surpassed all other years in financial and industrial results. The center of financial power has crbssed the ocean. After paying debts of several hundred millions abroad and conducting a war to an honorable end, the country is lending so many millions in Europe that, for the first time, banks abroad look to New York to dictate the rate of exchange. Exports have been about $1,250,099,000, and the excess over imports about $617,000,000 against $357,000,000 in 1897, and in only two previous years has the balance risen to $300,000,000. In no past calender year have net imports of gold reached $75,000,000. but this year they have been about $140,000,000. November passed all previous months in value of produce exports over imports, but December has gone much beyond November.” The result of the grand jury’s recent investigations show how entirely unfounded have been thA charges made by the Democrat and its backers as to wrong doing and mismanagement by our county officials. Those who made these charges were given every possible opportunity to prvoe them, or even to show any grovnds for them at all, before tho grand jury, but they failed utterly, and all they could show was where the county surveyor, in his multiplicity of duties, made a wrong charge, doubtless a mistake on a 52.50 account! They can’t say that the grand jury was against them for the very fact that they indicted Mr. Alter on this very slight grounds is sufJ firient evidence that the grand f jury would have been ready to fe have indicted any of our officials had there been even a slight grounds for it. They can not say that the judge k was against them for in his in- | struct! one to the grand jury he took especially strong grounds as to their duty to investigate county offieials and to indict them if any grounds for such action could be fan nd In fact, it is probably not Stating the case too strongly to say

that in his capacity of a judge, “the court” was willing and even more than willing to see severe justice dealt out to otir county officials if they had in any way violated the law. Of course it may be taken for granted that the court would not willingly allow his feelings as an individual to sway his actions as a judge; on either side, and yet many judge’s actions are swayed by their personal feelings and wishes in spite of themselves, and in this case there is but little doubt but that the persons who have been charging our county officials with wrong doing, and who tried to indict them in the grand jury, had the personal sympathies of the judge with them; and therefore they can not excuse their utter failure to make a showing against the management of the county, either by claiming that the grand jury or the judge of the court was against them. And their failure this time emphasizes a similar failure a year ago, when the judge’s charge to the grand jury was even more rigorous against the county officers than it was this time.
