MANY CUBANS ARE STARVING.

Conditions Worse than During Wejrler’s Reign. According to Senor Quesnda of the Cuban legation in Washington, who is in receipt of many letters from his compatriots, there are thousands of persons starving in the island. He makes the statement that unless the American Government takes immediate steps to supply the starving Cubans with food or the means to obtain food, these people must, through sheer desperation, obtain this food by force. Suiil Senor QuCsada: "Let me state that the conditions to-day are worse even than during the period of Wcyler's administration.”
