BEGS FOR MERCY.
Spain Abandons Claims to Concessions on Caban Debt. The cable announces that Spain has at last abandoned her attitude of claiming any concessions in Cuba and Porto Rico as a matter of right, and has now simply thrown herself on the mercy of her conqueror. The Spanish representatives did this at Wednesday’s session of the joint peace commission in Paris, acting under instructions from Madrid. They pointed out that only by some relief from the Cuban debt could the complete ruin of Spain be averted, and submitted facts and figures in proof of their declaration. The cable containing this information was received in Washington while the President was in Philadelphia attending the peace jubilee, nnd Secretary Ilay immediately sent the cablegram by his executive clerk on a special train.
