General Joe Wheeler’s opinion of the conduct of the war is worth moTe than that of all the stay at home fault finders. Oregon has elected a United States Senator who believes in a stable currency. This is one of the fruits of the sweeping Republican victory in that state. Every Democratic campaign falsehood is a reflection on the courage of the American soldier. The man who did the actual fighting are not making the complaints. The Indiana Democrats have appealed to the courts in their effort to disfranchise 2,000 soldiers. Yet it is the Democratic party that poses as the champion of the troops. - ' ll In refuting the baseless allegations of a number of newspapers which are still trying to influence the fall elections by a tirade of abuse against President McKinley, the Washington Post, one of the leading independent newspapers in the United States, remarks in its issue of Oot. 10th, “As to ‘the conduct of the war,’ we beg to refer our contemporary to the recent statements of two distinguished Southern Democrats, one an advocate, the other an opponent, of free coinage, Gen. Lee and Gen. Wheeler. And that is all we care to say here on that branch of the matter in hand.” President McKinley with the support of a Republican Congress can be trusted to administer the newly acquired territory for the best interests of the people. The Democratic party which was arrayed against appropriations for warships and againstevery measure calculated to improve the military service as well as to raise revenues to conduct the war, in the last session of Congress, will not be trusted by the American people to administer the vast responsibilities and benefits accomplished by a Republican administration, and the people will see to it that a Republican Congress is elected .this fall.
The Army Investigating Committee is investigating. If the report of the commission investigating the army administration is not a terrible arraignment of the Republican party, the Democrats will be awfully mad, The head of the Democratic ticket in New York is a silver man, their platform is mum on the silver question, but they tell sound money men that they are for sound money. There is nothing like a general kick against the war taxes. The peeple are getting along so much better than they did a few years ago, that they don’t mind such a little thing asja little extra tax. Expansion means the employment of the reserve forces of the American people and good times. The Republican party stands for the improvement of the people and good times. Four years of Democratic rule shows what Democracy stands for. Keep your face to the front and march to the Jmusic of progress: if youj don’t you will soon find yourself far in the rear to mourn lost opportunities and envy those others whose forethought and perseverance have grasped the riches that were in your reach. Take hold of those Philippines, Uncle Sam! With Porto Rico and Manilla in our possession and American influence dominant in Cuba, two of Spain’s squadrons destroyed and our army everywhere successful, the Republican party is content to wage the campaign on the war issue. War costs money, and voters will not forget that only five Democrats in the House voted for the bill to raise revenues to oofiduct the war with Spain.
Article 2 of the protocol between this country and Spain signed with the President’s approval August 12,1898,provides: “Spain will cede to the United States the Island of Porto Rico and the other islands which are at present under the sovereignty of Spain in the Antilles, as well as an island in the Ladrone Achipelago, to be chosen by the United States.” Article 3 : provides “The United States will retain and occupy the city and bay of Manila, pending the conclusion of a treaty of peace, which shall determine the control and form of government of the Philippines. And Article first says: “Spain will renounce all claim to sovereignty over and all her right in the Island of Cuba.” This is a brief summary of what has been accomplished by the war. The inestimable results to American labor growing out of these acquisitions will be administered by a Republican House of Representatives if the voters do their duty at the polla The Republicans have a good county ticket this year, from first to last, and every man on it nominated by the fairest of fair means. Whenever any Republican is induced, for reasons of personal friendship, to vote for men on the other stde, they do just that much towards disoouraging the nomination of good men by fair methods: and to disorganize and demoralize the party. Moreover, whenever any one attempts to vote a scratched tioket, under our pi esent complicated and strictly construed ballot law, they run a large risk of making some mistake which will c iuse their ballot to be thrown out, entirely. And right there is where the Republicans get the hot end of the new election law. More of them try to vote mixed tiokets, and therefore more of them spoil their ballofs and lose their votes. And the smooth democratic mixer who persuades Borne good uatured Republican to vote for some one or two men on the Democratic ticket, is all tb© while actuated as muoh by the hope that the Republican, in so doing, will make some mistake and so lose bis vote entirely.
which would be equivalent to half a vote for the whole Democratic ticket, as that he will mark the ballpt correctly, and give a whole vote for only one or two Democrats.
