A Man of Sterling Qualities and Much Experience. Maj. James E. Stuart, for many years postofflee inspector of the northwest division, with headquarters in Chica-
go, Is now in charge of the postal arrangement at Santiago under the direction of the military authorities. The new postmaster at Santiago is a Scotchman by birth—ln all else, it might be remarked, he is an Intense American. He has the dominant traits of the Scot; he Is discreet, persevering and honest, qualities which are demanded of any man who aspires to till the place of Inspector of the postottiee department. He came to this country In 1851, when he was 10 years old.
