St. Paul, Minn., Aug. 4. —J. H. Southall, who was arrested on March 23 on charges of disposing of fraudulently issued laborers’ time checks for government engineering work, finally secured bail,«and has been released from the county jail, where he has been since that date. The amount of the time-check fraud was placed as high as $750,000 and caused numerous business failures in the northwest, while it involved many eastern capitalists and financial institutions.
