The New Bonds.

Washington, July 25.—According to present arrangements the first bonds under the new issue will be sent out to-day by express. About 2,000 will be sent to-daj, and after that the shipments will rapidly increase in number until all are delivered. It is not thought that any of the $5,000 subscriptions can be allotted, although it will be some days yet before the exact limit can be known. '
