Must Be Stamped.

Washington, July 18. —The commissioner of internal revenue has held .that receipts used as cheeks to draw money from banks are subject to the stamp tax. It is said that several banks in order to avoid the stamp tax are accepting receipts for cash which, according to the letter of the law, are exempt. The commissioner, however, has decided that under those circumstances receipts to all intents and purposes are checks, and therefore must be stamped
