Sender Must Bear the Expense.
Washington, July 11. —Commissioner Scott, of the internal revenue department. rendered a decision Saturday morning in regard to the question involved as to who shall»pay for and affix the war stamps on telegrams and bills of lading issued by express, railroad and steamboat companies. After quoting the law, which is not by any means clear, he concludes that the sender of the telegram must affix and pay for the stamp. In the case of transportation companies Commissioner Sdott decides that the companies shall affix the stamp, but that the courts must decide whether the corporation or the shipper shall pay.
