Postage Stumps Won’t Do.

A. E. Nowlin, revenue collector, at Lawrenceberg, Ind., sends out a circular stating that the common impression that ordinary postage stamps can be used as revenue stamps on bunk cheeks, drafts, etc., is erronious. Such stamps must be printed “I. R., by the department before they can be thus used. Ordinary stamps which can be bought at the postoffice will not answer.
