Status of Spanish Residents.

Washington, May 3. ; —The president has in course of preparation a proclamation which will be issued within the next day or two fixing the status of Spanish subjects in this country. Generally speaking, the proclamation make it known that such subjects are inder suspicion, and it ia believed will announce that stringent measures will >e taken to prevent their hindering a ipeedy and successful conduct of a war against the kingdom of Spain.
