House Spends Another Day ia Discussion of the Revenue BillIn the Senate. Washington, April 29.—The general debate on the war revenue bill closed Thursday night after eight and a half hours’ of speechmaking. The debate Thursday lacked both spirit and interest. There was ! little discussion of the Internal revenue j features of the bill. The democrats continued their assaults on the bond feature aqd their advocacy of the Income tax. The latter was ridiculed as a substitute proposition by the republicans. The authority to borrow money was defended by them as absolutely necessary. There is a difference of opinion on the democratic side as to whether the bill should be voted for upon Its final passage after the minority amendi ments are voted down. A number of the democrats, led by Mr. McClellan (N. Y.), have announced their purpose of so voting, but the majority of the democrats believe they could not justify a vote for a bond j issue. An effort is being made to avoid an aye and no vote on the final passage to 1 prevent an exhibition of this division, and ; it seems probable that it will be successful. There may be some difficulty about ; the committee amendments decided upon, as under the order the bond features of the : bill must first be taken up under the flve- ■ minute rule to-day. If the amendments to i these sections should exhaust the time be--1 fore four o’clock the committee amendments would be ruled out and would have to be inserted by the senate. The most notable speeches were delivered by Messrs. Payne (rep., N. Y.), Dalzell (rep., Pa.), Mc- , Clellan (dem., N. Y.), McMillan (dem., ■ j Tenn.), Henderson (rep., la.) and Rhea , (dem., Ky.). Washington. April 29.—The chaplain of I the senate Thursday Invoked the Divine blessing upon the army and navy of the United States, praying that they be kept under the protection of His good providence and prosper their arms and bring their efforts to a speedy and glorious success. Senator Butler, of North Carolina, has introduced a resolution providing that the ! United States bonded indebtedness should ! not be increased, but the cost of the war be defrayed by taxing Incomes and coining the silver seigniorage. It went over.
