Canadian Neutrality.

Ottawa, April 26.—The customary proclamation declaring Canada to be neutral during the war between the United States and Spain was approved by the cabinet Monday, and an extra edition of the Canadian Official Gazette will follow at once with the proclamation, signed by the governor-general. The illegal enlistment act, which will also be proclaimed, forbids the building or dispatching of ships by British subject* to be used In the employment of either belligerent.
