Not Quite Correct.

The dispatch to The Republican late Thursday afternoon, giving news of the actual begining of war. was correct in the one great essential point that the fleet had been ordered to Havana, and that war had thus begun, but it was incorrect in stating that the fleet had already sailed. It had been ordered to sail and was rapidly preparing to do so, but its actual departure was not until nearly 12 hours after the order was issued.
