Plan to Organise New Militia Force If Preaent National Guard Go«* to the Front. Milwauk«€, April 25.—A special from Madlaon, Wls., says Adjt. Gen. Boardman ha* perfected a plan for the organization of a new national guard as soon a* the existing regiment* are sent to tlje front. The plan provide* for four new regiment*, which will probably be called the Fifth, Sixth, Seventh and Eighth regiment* of infantry, and will provide for 40 oompanies, each having a maximum of 05 men and three officers. The object of organizing the new force la, first, to have another body of troop* ready in case the president makes a second call for troops, and also to have troops ready for use within the state in case of emergency.
