BLANCO’S APPEAL.

Issues a Call to Arms Which Breathes Hatred and Defiance to the United States. Havana, April 22. —Capt. Gen. Blancc has issued a stirring appeal to the in habitants of Cuba to fight for the honoi of Spain. The manifesto scores th< United States and hurls defiance. Il says that Spain accepts the grave situ ation. Blanco says the people wil “never yield to strangers nor consento see Spain’s rights trampled upon bj nobodie-s. If the United States want! the island of Cuba let them come ant take it.
