War Formally Declared

Latest By Wire. Washington, Apr. 25th —Secretary Sherman’s resignation takes place today. Assistant Secretary Day has announced that he will accept the vacancy if nominated. The Cruiser Columbia, which left Hampton, Va., Saturday, with destination unknown, lias appeared at Newport, Rhode Island. The president has sent a special message to Congress today, asking for a formal declaration of war. The message will be acted upon, and the declaration issued today. Washington, April 25, 2:19 P. M.—The House passed the declaration of war in one minute and seconds, after its introduction The Senate Committee on Foreign Relations has reported the same resolution. There will be no immediate bombardment of the forts at Havana. For the present the fleets will content themselves by maintaining an effectual blockade.
