Capt. Charles D. Slgsbee is to have command of another war boat The gallant skipper of the Maine has been a sort of a lost sea-dog since his stanch ship was blown into flinders on February 15. There never was any doubt that he would be given another ship pretty soon, but now the navy department has decided to place him In charge of the St. Paul, of the American line, when it has been converted into a cruiser. Its length over all is 554 feet and between perpendiculars 535 feet; Its extreme breadth. 64 feet; its depth, 42 feet, and displacement at a 26-feet draft 16,000 tons.
