How President McKinley Will Proceed When Congre** Adopt* the Resolution*. Washington, April 16. —The Washlngton Post’s summary of the situation, published in to-day’* issue, includes the following statement: 'Tmmedlately the president is empowered to us* the army and navy he will Issue an ultimatum to Spain, giving her 24 hour* —possibly 48—within which to answer whether she will peaceably withdraw her troops and flag from Cuba. Her refusal to

evacuate the Island, which is $ course expected, will be the signal for action on ths part of this government, and that action will be the vigorous use of both our naval and land forces. The Post makes this state 1 ment upon the highest possible authority, ths course of action having been decided upon at yesterday's cabinet meeting. “Should the resolutions reach the president accompanied by the amendment recognizing ths republic of Cuba the president will sign them, but in a brief message to congress he will hold that the constitutional prerogative vested in the president to recognize other governtrfents cannot be taken away and that the amendment is therefore void and inoperative."
