Dubuque, la., April 18, —A call was issued Saturday night for the organization of the First regiment of lowa volunteers, to consist of a company of 100 men from each of the counties of Delaware, Blackhawk, Hardin, Bremer, Chickasaw, Mitchell, Winneshiek, Fayette, Clinton, Jones and Dubuque.
