The Judge made no decision mea to the validity of the contract, but: in his remarks he made it pretfyr clear that he thought it was invalid, for the reasons us he that the county was paying fa* much for what it would get out of it, that the contract was champetous, in that the pay for the woxk was contingent on the amount collected, and third that there was no public necessity for their employ—ment. The commissioners, on their part, believe that when the case; comes to trial they will be able fa overcome all these while Fleener & Carnahan are *«» firmly persuaded that the validity and necessity of their contract will be finally upheld, that they intend going right ahead with their collections.
