TFkere is every reason to believe Congress will promptly ratify Hawaiian annexation treaty, as '■Tkm already been done by the sirAvmian Congress. '.iSßie country will congratulate *Cfeairinau Dingley on his new tariff Snrwben Congress meets. Neither "■Sjtsaaor- Congress will have occasion ufiojfee ashamed of its record. *7Tlie attention of Mr. Bryan is ssiaipectfuHy called to the fact that arc whispered rumors from ’Jfesico that its statesmen and fismsieiers are seriously contemplatimg the adoption of the gold aniWork on the reciprocity features jo£ the new tariff law is making undid progress. A dozen or more countries have already indioafceda desire to enter into reciprocal relations with the United States and there is every reason to befinpe that this feature of the new law will prove even more satisfactory than did the reciprocity feat■zEfles of the McKinley law.
There is no particular cause for .aifarm over the announcement that Mr. Bryan and his silver associates, wSko recently put their heads together at Louisville, are determin--*a«i to ''keep up the fight for silver.’ The facts are that the Republicans made gains in the counties which Mr Bryan visited in Ohio, and also made gains in the cities which he erisied last year. Reports of the Government ofItjwrials in Washington show that attitude of the United States with reference to the filibustering expeditions which Itave attempted to leave her ports £arOuba, has been one of the liighhonor and closest regard for our treaty with Spain. Eight revenue •eaotters have been engaged in this -work, putting in a total of 129 months of active operations in suppressing filibustering, cruising 75,r 9SB miles, and capturing seven vessels engaged in filibustering.
An examination of the work of the new tariff law shows that the gao-called protests of foreign countries do not seem to have availed smylhing more in their effect upon €songress. No attention was paid feo them by Congress, and it seems oa?'.:merce is not paying any -jjfiiflntion \o them. The thirteen ■aaontries wkioh made formal proF&wts.against cei min features of the larifif law of 18V, in the two smooths in which the details of our ♦sßjports can be obtained, have -jjaßTckased $131,446,503 in v <.lue of <mt products and merchandise, aygainst only $107,077,586 in the ■corresponding months of last year under the Wilson law. That dloeea’t look much as though fordoors were being closed against us on account of the new The workings of the new tariff 1m are proving extremely satisfactory. It is already earning masch more than did the Wilson Jam in the corresponding period of wln existence, and there is good rea,mm believe that the revenues it will be ample, and that reciprocity features of the bill mm likely to result very advantagei aarly to American citizens. In |iShtfM<here is not thus far developed | mm- unsatisfactory feature in the new ’lhtw except to those who want to .. ■■ ■ V, , . ... .- ■
The first country to send a commission to Washington to plead for reciprocity and a general understanding by which trade relations under the new law- should be made as compared, with those under the old law was one of the hardest ‘‘kickers’* against that law when it was under consideration. The Canadian Government, in sending its chief official to Washington to open the way for negotiations in this line, showed that all of its complaints about our tariff and its proposed retaliation were only for effect, and are no longer thought of in a retaliatory way.
