Monday last, at Galveston, whilst Robert Hill, brakeman on the Cin. & Chicago Freight, was coupling cars, his foot got caught in a "frog," and he pitched forward under the wheels of the cars, which , cut him in two and mashed him up horribly life was extinct in a moment. His father, Charles Hill, resides in our city, on North Sixth street, and his sods remains were brought home Monday eveuing, and buried yesterday. His age was about 22. On Monday last twoofthe ladies of the League, went into his saloon, sad he requested them to depart; on refusing, Lichtenfolts got iossenketnper and another policeman to take them out which they did, oa their refusing to leave the second time. The State of Indiana is pledged when a man gets a "permit," to protect Its partners, the liquor-sellers, against beiag ulked to or praved with by the women. To cease manufactur-! utg drunkards would ruin the part- ! uerahip; heace.it is clearly the duty . of the police to look well to th inter, eta of the State. If we had some four or five more partners of the State i our city, we should advocate the aecessitj of increasing our police force to J-uble its present number, so they eould run at the beck and call of the State's partners, and protect them ist the incursions of the praying omen! The ordinance to "preserve peace and good order," etc., was passed. We publish itiu another column. - f. ' f JSeveral petitions to improve alleys between Eighth and Ninth streets asking that Ninth street, between Main and Walnut, be graded and graveled Jacob Able, claiming $50 damage for water in cellar paving Sassafras street, north side, between Seventh and Eleventh all referred to the Board of Public Improvements. The following resolution was passed: "Resolved, By the Common Council of the City of Richmond, that Jeremiah Hadley, late Treasurer of the School Board, is hereby , respectfully requested to report to next meeting of Council a detailed account of the rents that came into his hands, or should have come into his hands, during his official existence as such Treasurer." A six foot pavement was petitioned for by citizens on east side of Washington, between Market and Walnut streets referred to the Board of Jmprovements. Resolutions adopted paying back to widows and unmarried females the amount of taxes collected from them in violation of the act of Dec. 21, 72, and an order granted City Treasurer for $30.77, paid by him in refunding taxes. Scaled proposals fur grading and graveling alleys, were ordered to be published. See another column. The grading and paving north side Walnut between Washington and Fifth, was ordered. From the following report of the Committee on Finance, it will be perceived that a case of "how not to do it" is made out for our City's Executive Officers, as "clear as mud." Suppose our officers see a man going from house to house peddling any useful article, without having a license would either of them wait for an "informant" to "make aa affidavit," before the pedJlar can be arrested, for vending his goods contrary to law? We rather think not. The unfortunate wight would be arrested "so quick that it would make his head swim!" But the unlicensed liquorseller must come under another construction of duty by the able expounders of the law, composing our Finance Committee ! The Mayor, Chief-of-Police, and City Marshal, can all skk the liquor seller violating the law, and they cannot stir hand or foot to make an arrest and punish the law-breaker, until, forsooth, a citizen comes before his Honor, and "makes affidavit to what he thinks, and swears such is the ea.se, then the Mayor can issue a warrant," etc. Here's the report itself, and .the reader will feel aston ished at the earnestness of its hopeful conclusion, (taking these two eases of license violations into consideration) that "ant city officer will use con stant vigilance and earnest effort to ENFORCE OBEDIENCE to ALL LAWS and the suppression of ALL viola tions of the same:" The Committee on Finance to whom was referred the petition of the W o man's Temperance League, asking that the Mayor and city officers take measures to more effectually suppress the unlawful sale of intoxicating liquors, reported as follows: ' That the officers have always held themselves ready, severally and collectively to enforce the laws; that while these officers are instruments of the law, they are yet subject to the law, and can only act in such manner as the law directs; that in case some one informs the Mayor that some vender is selling liquor contrary to. law. it is not such information as he can act upon, but if such informant makes affidavit and swears to what he thinks true, then a warrant will )e issued to the Chief of Police and Marshal, who will bring the violators to justice. It is a mistake of many in believing that calling on an officer and telline him that you believe that a rartv is sellincr contrary to law, justifies an arrest. The pi oof must be positive to justify an arrest. The purchase of Ruby's farm for a park was tabooed. Dr. Hibberd was chosen to cast the vote of the city's stock, at the Ft. W. It. R. election. The Treasurer's report for March shows receipts $30,166-91; disburse ments $3,313. G4; leaving balance in treasury $7e,S517. During March, 56 arrests were made, and 97 destitute persons furnished lodgings. The board of pris oners cost $28 50, and meals furnished lodgers, cost $46.50. The Chief of Fire Department's bill for sundries, amounting to $2G, was allowed. Starr's gas bill, for March, $321.16 referred to Gas Committee. a.ta r Pateata Issued from the U. S. Haj a parent any rights except what buinau law, the law of man may give them? Has the parent auy rights in regard to his children which the whiskey and beer seller is bound to respect? Has not God Himself given the parent rights as well as duties? All human law is said to be founded on common sense if bo, then parents having a child, either a sou or a daughter, common sense says they have the right to protect the life, property and moral well being of that child. Will not all agree that parents have that right? If the parents have that right, then the parent has the right to go where that child may have strayed into danger to rescue that child, for it is both common law and common sense that where a man has rights, has property, and a vested right is property, he has the right of pass way to and from that property; or if that property is portable, he has the right to remove that property. ; It is also both common sense and common law. that whatever it is lawful for a man to do with his own property, he may authorize or commission, that is empower, another to do for him. If these points are all true common sense and common law, if a parent knows that his or her son or daughter, being also a nun or is seduced or has been in the habit of being enticed to do wrong, by certain persons in certain places, will any one dispute the right of the parent to go and remonstrate with the person who injures his child; and endeavor to eon vert and convince him of his error? To show him and tell him that he is the enemy of right, and injures his or her child's body, mind and morals? Certainly no one will deny a parent that right. And will any one denythat the parent may use any and every decent form of speech while remonstrating with his child's enemy? Will any one pretend that the parent must only use one form of words to convince or reform the tempter of his child? Will any one limit the number of times a parent may lawfully go fo convince him? Will any one limit the parent to only once a month or once a week or once a day while the danger is imminent? Certainly, no one will. Now these are all the rights the "Crusader praying women" ask -the right to go into the saloons where their children are tempted and there remonstrate, and the right to go out unmolested. The right to remonstrate with the saloon keeper, in words of exhortation, or prayer, or song. The pa rents of this city in mass meeting as sembled, endorsed the women's course of action and gave them the right, to look after the best interests of their children aud to remonstrate with the men who are tempting their children to rum the keepers of drinking saloons. And the women have the right by common law, by common, sense and by Eternal Right; and no city, town or state should debar them. For when statute laws fail, the parent must fall back on the reserved rights jf every citixea, which God himself gives, of peaceful but earnest remonstrance " and prayer.' ' ' i . -.' '-; ... . ...
