RICHMOND, IND, JUNE 8, 1869. House of Refuge. Mr. John H. llolliday, of the Indian apolis Sentinel, recently paid a profes sional visit to the House of Refuge, et Plainfleld, ,'FrprU; his excellent account of what he saw and heard there, we make the following 'selections," only regretting that we have not room for' the entire" article: 5 - i . r.ti .-It Fourteen miles west of Indianapolis, surrounded by hills and lying to the south of the Terre Haute and Indianapolis Railroad, is the pleasant little Quaker village of Plainfield. Original ly setttled by members of that sect from which Indian agents are now selected. it still ' has that distinctive character which marks the abode of the followers f George Fox, although many of its citizens now find a spiritual home in the bosoms of -other, denominations.; ; It is well named.: ; Plain, prim, precise, sub" stan'ial, yet not unpleasant. It is a village of white houses and green yards, where people do not stretch their necks out of the windows to gaze at an nnfornate stranger I who may be walking by their gates, and where the ears of the passer are not tortured by the profane jingling of ,. pianos, or. , the discordant screachings of youg girls who have got on so far 'in ; mueU as to attempt operatic selections. a A - visit, to a ma jority of 1be "villagers ' now a-days, is rnough to convinccjpne thr.t the aforesaid Gecrge Fox xjm not quite ss fool: ish a3 some pecpla have imagined, when he nnthematized music, liut in that re spect Plainfield U a happy exception. s It is a thrivicg village, too, being surrounded by a good country, and having a fair share of trade; but it is too close to Indianapolis ever to hepe to outgrow villagehocd. To a' Democrat it offers no advantages politically, for the peo pie brag that there are but two or three Democratic yotes iu the precinct, and a dilligent inquiry on our part revealed the fact that but one copy of the Sentinel is taken there. - To the Quakers of the State, however, it is a place of great resort, being usually chosen as the place for holding 'yearly meeting,' and rumor has repeatedly and loudly affirmed that in the fugitive slave law days it was an important and extensively patronized station on the Underground Railroad.' At present tho only interest or importance it can have for strangcers is as the station from which is reached the Indiana House of Refuge, i j : s- ; i r THE SYSTEM . . Adopted at the Indiana School is': 'the eame as in use at Luc uuio ana oiner schools in this country. .It is of foreign birth, having first been tried and developed by Wichern at the Rauh House' in Hamburg. At a glance it "seems based upon a most unbounded faith in human nature and a deadly enemity to the doctrine of total depravity, but an examination shows that this is but seeming, that its roots go down much deeper. It is founded' on ' the principles of the Christian religion, and in its great succces offers fresh.. And. weighty . evidence of the vitalizing effect of those princi pies. Its object is not to punish but to reform to mould the characters of the young afresh, to straighten the warped, crooked mind, to make good and useful men out of boys who have by the commission of crime put themselves outside the pale of society, and who, if left to themselves, would in the ordinary course of events become society's greetest encmres. By teaching industrious habits, developing the mind by education and impressing upon these morally diseased patients the truths of the Go9pel, a work of reformation has been accomplished in some of the most difficult cases which is perfectly ft.stonifhiitg.'-' ' y . ; ' , iV.:s:jtHB FAMILIES.- ' ; .v..,;,:;. The whole institution is under the care and direction of; the Superintendent and Matron, the latter ot whom fills to a great extent the place of ; a mother, but the boys live in families. There are at present two of these, each having fifty members. Each family has at its head n 'House Father,' who takes the place of a father uto. the! boys. . Ho teaches them, governs them, works with them, provides for all thir wants, and saea that they do rights He is resisted by r.n 'Elder Brother,' whose duties are much tho same .s; those cf the 'House Father,' but whose ; responsibilities are not so great." a They each have . immediate charge of twenty five boys, and in, that way ; alternate work and school" Thus one force will be attending school in the morning, while the other will be at work upon the farm. In the afternoon they cnangQplace3- At very busy times, however, in the spring or fall, when there is a good deal of work to be done upon the place, school is discon tinued, and all the boys are employed in lebor. In one way or another they are kept busy at all times,' and if Satan depends entirely Upon idle hands to do his work, he 'willf taeet with very little encouragement at the Reform School. Is that practiced in Christian families, where good judgement and correct mo. tives "harmonize'with ; a knowledge of the disposition and wants of the childIt has attained that standard sought iifter and advertised by boarding school keeper, at 'firm yet mild no corporal punishment is ever resorted to, the boy are ruled entirely through kindness. Some of the inmates at first were restive and inclined to be rebellious, but time has worn that feeling away and the prompt obedience paid to each instruc tion or order, and the respect and deference exhibited to each officer, show that the leaven of kindness is rapidly doing its work. ..There are some punishments of course, for. human nature can never get alocg without something of that sort. These are of a'tvery mild character though, such as the deprivation of some favorite amusement or hours of play, tbe withholding of some favorite article of food; bread , and water, diet, and in very aggrlvated cases solitary confinement in the 'chamber of reflection.' This latter punishment has always proved efficacious, the offender left to himself with no possible, means of passing away the time soon begins to tbink, and his doty .bftHnfr ' n nrwde plain to him
soon makes up his mind to do it A very few days in the 'chamber of reflection' hayo been sufficient Joj reduce the most obstinate cases. ; ATTEMFTEDXSCAPES. : It must be remembered that all of the boya now in the school have been there -at Jeast five months, and many of them mdre than a year, and they have all. bo come. naturalized, and to a ,gacater or "fleas extent influenced for good. There has been no attempt to escape for some time, but during the last year, when new boys were frequently, arriving, there
'were a , number of attempts. JSotwith standing there are no bolts or bar3, it is not such an easy matter to get away, and all who attempted it were recovered ana brought back with three exceptions. yji inese, the wherebouts ot two arc known, but they are at such a long dis . tarice, and there 13 so little possibility of j doing any good :for them, that it lias been thought best to leave them nnmo- ' tested: They were among those brought from the penetentiaries, and were then ! nearly, grown men, with characters es tablished. The penitentiary element was quite a bad one, nearly all of its members being over the prescribed age. . f The State has been very fortunate in 'procuring the services of MrJUasworth as Superintendent, for to him the present flattering state of the school is due. lie combines in a rare degree the many qualifications necessary to make a good 'and efficient head to such an establish ments fmd each successive da3 has clear ly demonstrated his admirable fitness .for tho position. To his wife, the Ma tron, the- Commissioners, in their annual report, ascribe great praise. The 'House Fathers,' 17. S. Carpenter and - E. U. Cook, and the 'Elder Brothers,' William P.Blair and Nathan T: Nixon, haVe also been warmly commended. 3IISCEI.LASE0CS. j ' The health of the inmates. ha3 .from the first been very good, but one death , having occurred, which was occasioned ;by a relapsf, from tj'phoid fever. : Duiring last summer the institution was vis-' ited by the , typhoid, fever, and during August and September there were nine '' severe,-and several light ca&es. The farm last year produced 2,000 ' bushels of corn; 700 busheis of potatoes, j2S0 bushels of oats, 18 tons of hay, and a large quantity of various kinds of vegetables, ja all estimated to be worth 83,1 000. Thi3 year about the same extent of "ground ha been -"plantedr-and vwith reasonable success t the , greater part of the living will be derived from the farm. A very fine orchard of about fifteen hundred trees has been set out, and is in a flourishing condition. 1 ' ir e 1 ''- j--:-s Safe-blowing burglars made a raid on Liberty, Indiana, Tuerday night, and did a. deal of hard, .work for. ajvery small amount of money. The first place vislied was ihe office of Mr. D. M. Dunbar, United States Express Company, whose safe they blew open, getting nothing for 1 iheic paioa. - They next broke open the dry goods "store of Mr". EzYa' Crist, blew p open his safe and abstracted the con tents, some fifteen or twenty, dollars. J?cing encouraged by this immense haul, they visited, the store of Fosdick fc Ken nedy, dry goods merchants burst open the door and blew open the safe. Here their efforts were rewarded by the capture of twenty-six dollars b elonging to the Methodist Book . Concern, and a Email amount of money, the property pf the firm. Two parties were arrested on suspicion r of having been engaged in the safe-blowing in Oxford, yesterday morning, and an other: at Hamilton. On those arrested were found a number of keys and other , burglars' implements. iAll were taken back to Liberty, where they will have a hearing,- ; ; . - Under auspices of the Woolen Manufacturers of,' the North-West, .-ft general Exposition of Textile Fabrics i3 to be held at Cincinnati in August.
