' The Odd Fellows Building, Grace Church and the Public? School Building all of ; which were erected in 1868, are structure worthy the notice, and should be seen by "all : who visit Bichmond. The etate of religious feeling in Richmond seems id be on the ascendant, revivals having taken placo in nearly all the churches, including the ' : Orthodox Friends, a thing almost unknown in the history of the Quakers. J ; The whole moral tone of the cityeeems to have undergone a . change; whisky .dealers are getting discouragea -ana are giving up the business. .Temperance is . thriving, and In the place of oaths -and ; vulgar iests which used to greet the ear of a still eveniafir. we now hear hymns of praise raising from all parts of the populous city, through the still air. of an April evening. The .change is indeed -noticeable, visiting Grace ClinrcUon the evening of the 26th of April "and 89 evenings since the commencement of the revival, 1 was astonisnea to see among the two hundred converts, which number I was told had been added to the church, many of whom I bad tho't to be confirmed infidels, but who under the effective rtreachine of one of the most faithful pastors. Rev. Kinnan, had seen the errojs of their ways and were makinir every effort to atone for ' the past-';; m m - . , ; A Personal Matter. The Legislature has adjourned with out taking formal action in Mr. Meredith's case. A resolution passed the House to remove him from his position as Prison Director, and many of our reader may suppose that he has been removed. " This is a mistake, as the reso lutionf could have no effect until acted on by the Senate, It is due to Mr. Meredith that this matter should be explain d to his friends. ; , :r -.'. 'v ; j. .. During the regular session of the Legislature, a select committee of five mem bers investigated certain charges bro't by Col. Merriwether, late Warden of the Southern Prison, against Meredith and Ghee, two of the Directors. This com mittee made a report .to both Houses which was sever acted upon, but the evidence taken was ordered to be printed. The printing of the evidence was done under the supervision of the Committee, and some of the material portions of the evidence for the defence was suppressed. Upon'' this partiftl version of the evidence being printed, a resolution was introduced in the House to remove Mr. Meredith," Mr, Ghee having vacated his position by accepting another office. , No notice was given to Mr. Meredith, nor was any . opportunity afforded him to be beard fn his defense, either in person or by counsel, but in the Honse took op the resolution in his absence, and passed it under the pressure of the pre vious question, which cut off debate and prevented the friends of Mr. Meredith, on the floor of the House, from speaking in his behalf, or exposing. thefi conduct of the committee. When the resolution went to the Senate, several Senators arose in . th eir places, coademned the action of " the House, and demanded that Mr. Meredith should have notice and a fair trial by the Senate, and an opportunity to be heard: in his defence. This seeming ' to be the feeling of the Senate, the parties interested In prosecuting Mr. Meredith abandoned the matter and , it was heard of ao more. We presume no one will attempt to

It would be monstrous and shocking to our sense'bf . justice, if a State ofiicier could he turned out of his office; by the malice of his enemies, with out a hearing or withont trial, by t joint resolution of an irresponsible Leg islature. The House of Representatives, by its indecent hasteand,, disregard of all forms of lawf in'tlie Bassase of -this resolution, divested its action of all le gal or moral weight? and the conduct of the movers of the resolution in abandon ing it, when they found the Senate thad determined to be coverned by the law of the land, shows that it,w3s conceived in malice," and was not founded on' truth or justice. We had occasion, some time since, to review the evidence taken against. Mr Meredith, and think we then showed very conclusively that it was wholly untrust worthy and .that, it entirely failed, to show that- our fellow-townsman was guilty of the charges brought again him. There have been n.o new facts elicited, and we have had no reason to change our opiniou in the matter. , Mr. Meredith has lived ia our midst a long time, haa taken a prominent part in our public affairs, and has ever main tained a high characteer for integrity in our community. We regard the attempt to remove him as .a malicious prosecution, which has not only failed to deprive him of his office, but has wholly failed to tarnish his good name, or lessen the confi dence of our community in him. Wa bash Express, -v.i ,f .--.-s -. : " The Scarcity of Mney. -There la and must be a general scarcity of .currency throughout the country, because that article is so superabundant. This statement is doubtless a paradox to the unreflecting ; nevertheless nothing . is more certain. f The history of this country .for the last fifty years shows that money has always been most scarce, and the rates of .interest most - advanced, when 'lucre was the largest absolute amount in circulation.-' The reason ..for this is obvious. As a currency is ex panded, speculation as excited, prices are greatly raised, and it takes a much larger amount of. money lo transfer an equal amount of merchandise, while the operations of those who arc engaged in influencing and controlling the immense amount of transferrable property of all kinds held for speculative purposes ab sorb all the surplus and leave the mon ey market in a stringent condition. Money, we must recollect, is scarce not in proportion to its actual quantity, but to the relative demand for it. When, therefore, in addition ; to the natural wants of trade, the speculative interest comes into market, the extraordinary demand is certain to create a pressure ; so that, practically, it has always , been true, as it is now true, that an expanded currency will be most scarce when it is most abundant ; that collections will be most unsatisfactory when the circulation is largest ; and that the . rates of interest will be highest when the loans of the banks are most extended. . ci -This important lesson the people must learn ; and if they would have money plenty and cheap, they must insist that the amount shall be reduced to its natural limit to that point where it is at par with specie. They cannot have aneasy and reliable money market until that which is called money is truly so ; and we incur no risk in predicting that a satisfactory slate of trade will not arrive until the currency of the nation is equivalent in value to the currency, of commerce.' -" In looking forward for the remainder of the current year, we do not anticipate a general panic or breaking down of the national industry, because the currency is' now a fixed quantity, and cannot be ( as in the case of a mixed currency it must be J suddenly withdrawn from circulation whenever there is a pressure on the banks for the redemption of their notes ; but we do : expect that trade, manufacturing, and; business generally will be depressed, that ( profits will be small, expenses large, rants and rates of interest high, and losses from delinquent debtors heavy ; while in the large centres of trade, especially in .- the largest, 'the spasms' of the money market will be frequent and violent. f Lippiccott's Magazine. ..-i , . - ', ' Whence comes the expression, He went up like a rocket and ' came down like a stick?' .
