Anotlier class of soldiers unprovided for by these a?ylums are the seamen j men who enlisted in the marine or gunboat service. Indiana ha? a large nam bcr of men uelonging to this branch of tiie service who .'were disabled. Many of thera have been and are now inmates of our home. -There is no Home or placa in the . United States where this class of disabled soldiers can be cared for, and to close np oar Heme, would be to turn Out these men to the cold charity of the world, or to make paupers of them, during the rest cf their live. Our Hume provides for ail honorably dhchargel soldiers of our State, who were disabled in any bianch of the Gov ernment service, either regulir, volunteer or ins1 line, and also those who may have been disabled after their discharge, and who ere. necessitous at I ho lime cf application for admission. These soldiers enlisted to" service as Indiana soldiers their attachment for their own State. They were promised, in hundreds of speeehes made to induce them to enlist, that, should they become disabled, they should be cared for. Will Indiana now turn her back upon these noble veterans? We hope not. We give below a few fact and statistics showing what our other Slates are doing, so far as we hare been able to gather them: Massachusetts has a disabled soldiers' houu-at Befell, whicdijWas founded by
private munificence, and conducted by '
voluntary labor'of the friends "of ' the soldiers.' To this Home the Stato cmtributes by appropriating twenty thou sand dollars annually. Connecticut provides that her disabled soldiers;' needing care, maybe admitted to the State lies pital, upon the order of the Governor of the Stale, and allows for their support the sum of six dollars per week. Iowa has three Orphan Homes, which are p.t this time eaiing for eight hundred and thirty If; i ce orpinus of deceased soldiers nd seamen, which costs the State about. one hundred thousand del Isrsnnuaily. In 1807 Michigan established a temporary Home for disabled soldiers, which is still in operation under the control of the State. An effort is beinj: made at the present session of the Gen eral Assembly of this State to establish a permanent Home. The commissioners appointed by the Governor two years ago to devise plans for a Home visited our Indiana Home, and have recommmeaded the establishment of it upthc same plan as ours. They appropriate three dollars and fifty cent3 per week for the maintenance of their soldiers. With the foregoing facts we leave this subject, and pass to the consideration of our wants. In making up our estimates of what we want t make the Home what it should be, we asked for thirty thousand dollars for purchase of real estate,, and an increase for subsistence cf one dollar per work, making two dollars and fifty ctr.ts per week for current expenses. If the soldier and Ihe orphan cf the S'ste art; to be cared for at all, they should be well cared for; in other words, if the ir s'Jlr.-ion is to bo supported, it should be liberally supported. If it is light to care" for part of the orphans, it is liaht to care for all. At the lowest possible estimate there are in this State five hunchrd totally helpless orphans, who are destitute and have no visible means of s .ipport, and who should be in the Or pk-ari Home to da-. We have now one hundred and tight, with sixty applications pending for ad mission, making strong appeals to us for a hom j. Wo rec:ive, almost daily, letter.; from dltlVrent parts of the State saying: 'There are so many eh 11 dren here, orphans of soldiers, whore mothers died a few 3-ears ago, leaving them perfectly helpless. If you cannot take them, taoy will bo compelio I to go to the- To err lb. use.' The answer goes back to them 'We ara full, and can not possibly take any more,' thus making the Poor House their inevitable doom. Now we should by ail means erect a building this season, and with an appro pristion cf thirty thousand dollars for thi3 purpose we could provide for about three hundred, which would greatly relieve the press'ng demands upen us. compared with what other States are doing tor their orphans, we think this not an unreasonable request. As to the amount asked for for current cjrpc.ises of the institution, nothiug tihort of thi3 amount will feed, clothe and educate, and pay for cmp!o3ers, and tdi cur. cut expenses.
