Every practising physician in the city who shall have a patient laboring under any malignant, or Vellow Kever, Small Pox or other infectious or pestilential disease, shall forthwith within six hours, make report thereof in writing to tbe Board of Health, describing the name of the street, number snd locality ef the bouse or place where said patient may be located so that it may be easily found. Sec. 9. Sec. 15. Said Board of Health shall each be paid an anmiiil salary to be fixed by the Common Council. Sir. 18. Any person who shall violat any or either of the provisions ot this Ordinance, or any section clause, or provisions of any section of this O'rdinance or who shall neglect or fail to comply with any or either of the requirements thereof shall, on conviction, pay a fine of not less than five dollars, nor more th in one hundred dollars. Be it ordained by the Common CounCcil of the City of Richmond, 'That the citv shall, on or before its first meeting in April of each vear, make a contract with some one or more persons, for the removal beyond the city limits, twice a week or oftner, of all kitchen garbage that may be required to be carried out of said city, during the months of Mar, June, July, August. September awl October of each year. The said contract requiring such disposition of aaid garbage as will in nowise endanger the general sanitary welfare of the city. Psnaltt. Any person so contract'eg with the Civ Coumy and failing to comply with the terms of their eootrao", shall opon conviction of such failure be fined in any snm not less than twentv-five, nor mors than fifty dollars. Sxc. 2 All persons, having control in anv bouse within the city limits, are require-! to place some tight barrel, bucket of other vessel, - in a convenient spot on their premises near ai klley or street, gate or fence, where it may be readily reached by the Garbage gatherer, and to daily empty into) this vessel all their Kitchen Garbage and slops" (clear slops excepted to the end that it be removed by the Garbage gatherer, twice a week or ottner; unless fed upon their own premises. Section 11 of said Ordinance, requires the pernor, or persons, desirous of erecting, constructing, or altering any building, to make application to said Board for a permit for that purpose, stating, in writing, the proposed location, the dimensions and manner of construction of tho proposed edifice, together with the different stories and the materials to be used in such building, and the probable cost of the same. Section 12, of said Ordinance, requires a person oi persons to get a permit from said Board for moving a building within the city; and, in accordance with Section 14, of said Ordiuance, any person or person violating Or failing to comply with any part of aaid Ordinance, shall, on conviction before the Mayor, be fined in any sum not less than Five Dollars nor more than Fifty Dollars. MEANS OF THE COMPANY. Estimating tho distance to be built by the Union Faciac to be 1,565 miles, the United States Government issues its Si per cent. Thirty-year Bonds t the Company as the road is finished at the arcrage rate of about 858,230 per mile, amounting to tH203,I'Ov). The Company is also permitted to issue its own First Mortgage Bonds to an equal amount, and at the same time, which by special Act of Congress are made i a hirst Slortgage on the entire lino, the bonds of the UuiteJ States being mhurdinent lo them. The Government makes a donation of 12.600 acres ot land to the mile, amounting to 20,032,000 acres, estimated to be worth $30,00.1,0 -0, making the total resources, exclusive of the capital, $1 lS,t 16,000, but tbe full value of the lands cannot now be realised. The authorized Capital Stock of the Company is one hundred million dollars, of which fire millions have already been paid, and of which it is not supposed that more than twenty-five millions at most will be required. The cost of the road is estimated by competent engineers to be about one hundred million dollars, exclusive of equipment. PROSPECTS FOR BUSINESS. The railroad connection between Omaha and the East is now complete, and the earnings of the Union Pacific on the sections already finished for the first two weeks in May, were $112,000. These sectU.sl earnings as the road progresses will much more than pay the interest on the Company's bonds, sod the through business over the only lice of railroad between the Atlantic and Pacific must be immense. VALUE AXDSECURITVOFTIIE BONDS. The Company respectfully submit, that the above statement of the facts fully demonstrates the security of their Bonds, and as additional proof thev would oggest that the Bonds now offered are les than ten million of dollars on 517 miles of road, on which over twenty million dollars have already been expended ; on 330 miles of this road the cars ere now running, and tbe remaining 137 miles are nearly completed. At tbe present rate of premium on gold these bonds pay an anneal interest on tbe present cost of NINE PER CENT., and it ia believed that on the completion of the road, hke tbe Government Bonds, they will go above par. The Company intend to sell but a limited amount at the present low rate, and retain tbe right to advance tbe price at their option. Pacific R. R. Co. This Companv is constructing under the patronage j of the 1 UNITED STATES GOVERNMENT, The Western end of the Great National Railway across the Continent. Their lines will extend from Sacramento, Califronia, across the Sierra Nevadas to tbe California State line, traversing the rrchet it net most populous section ol California, and thence through the great roicivr regions ot tbe Territories, to the vicinity of Salt Lake City. It forms the sole Western link of the only route to the Pacific which is adopted by Congress and aided by the issue ot United States Bonds. Their road is already completed, equipped and running for St miles from Sacramento to within li miles of the summit of the Sierra, and a large amount of the wrrk of Grading, Tunnelling, Ac, bcyoud that point has been accomplished. Tbe First Mortgage Bonds of this Company afford unuMual inducements of Safety and Profit to Investors, for tbe following among other reasons, vis: Fint. The rate of interest is Sis per Cent, ia Gold, payable semi-annually in the City of New York. SeronJ. The Principal is payable in Gold at maturity. Third. Tbe cost of the Bonds, Ninety-five Per Cent, and accrued interest, is Ten Per Cent, less than that of the cheapest Six Per Cent. Gold bearing Bonds of the Government. Fourth. The United States Government provides nearly half the amount necesary to build the entire road, and looks main ly to n small percentage on the luture traffic for re-payment. Fifth. Owing to this liberal provision, accompanied with F.xteuwive Grants ol Public Lands, by which the Government fosters this great national enterprise, its success is rendered certain, aud its financial stability is altogether independent of the contingencies which attend ordiuaiy Railroad enterprises. SUtk. The Security of its First Mortgage Bond is therefore ample, and their character for safety and reliability is equalled only by that of the obligations of the Government itself. Seventh. The net earnings of the completed portion are already largely in excess of the in trrest obligations which the Company will incnr twice the distance, snd are 1 steadily increasing, rendering the uninterrupted payment of the lotereM absolutely certain. Eight. At the present rate of Gold they pay nearly 8 1-3 Per Cent, per annnm, on the amount invested. The Bonds are issued in denominations of S,000 with semi-annual Gold Coupons attached, parable in New York, and are offered for the present at 95 per cent, and accrued interest (in currency) from January 1st. Orders may be forwarded to us direct, or through the principal Banks and Hankers in all parts of the country. - Remittances may be made in drafts on New York, or in Legal Tender Notes, National Bank Notes, or other funds current in tin's citr, and tbe Bonds will be forwarded to any address by Express, free of charge.
