Fellow-Citizkks: Not having had the pleasure of a personal acquaintance with rainy of you, I take this method to introduce myself. I have resided within this vicinitj- more than eight years. In August 18G2, I enlisted for the period of three years in the 69th Regiment Ind. Vols. The same month in the battle of Richmond, Ky., I was severely wounded and my right leg was amputated, and I am entirely disabled from following the active pursuits of life. I have held the office of Citj' Clerk for about sixteen months, and have en deavored and hope that I have faithfully and satisfactorily discharged the duties of that office and think that my experience will enable me to do bo hereafter. B.'s burglars and bond holders, were apprehended in this city, by the police last week, and were lodged in the Hotel de Calaboose for safe keeping. A large supply of Fayette county Bonds bogus jewelry burglars tools one had three revolvers, and the others one each, in their possession. . They had made a raid on the Fayette co., Ind., -Treasurer at Connersville, and had thus become bondholders of our neighboring county to a considerable extent They tried to sell the bonds at Centreville, but failing to make a trade they came over to our city to operate. Sheriff Balleuger, got" on their track and followed them here, but failed to appreheud them, and our police wassetto work, with the above result of their labors." On Sunday morning, the prisoners succeeded in prying off a short piece of scantling over Jthe door of the cellln which they were confined, and crawled out of the hole thus made into the hall of the Hotel. Having two short bladed case knives, they used them to pry back the bolt of the lock, and they then made tracks. Instead of separating, they kept together, and the alarm being given, an exciting race commenced, on the part of the police and citizens. They were overtaken at Strat-ten-'a Lumber Yard on Seventh-st, and brought back to their old quarters, where they remained until noon, when they were conveyed to Connersville, and odged in the jail there. A Rcsawat. On Sunday morning last, ' Charles Dodd, barkeeper of the Avenue House, whilst d riving the Avenue Express Wagon towards the Depot, his horse became frightened on Franklia-st., and jumping to one side, pitched Mr. D. oat bruising and cutting his face and braising his shoulder considerably the fall knocked him senseless , for a short time ; but fortunately no" bones were broken, and he is again attending to business. The horse was caught at the corner of Franklin and Sycamore the wagon receiving some slight damages. The alarm of fire, on. Tuesday, was occasioned from the chimney catching fire la Mr. Sonnickson's house one door west of J. W. Plummer's Drugstore. We never saw prettier sugar of Southern manufacture than this is. She deposited it with us for safe-keeping, and to show to our farmer friends. He pressingly invited us to taste the article which we did liberal ly, and found its sweetness only consisted in its looks. It proved to be the best of coarse snlt colored a bright velloT. We acknowledged the salt, and were forced to admit that we had, for the first time, tasted the first of April. The Northern Indiana Conference, at its late session passed a resolution asking the General Conference for some change which would place Indianapolis all in one conference, but agreeing to leave the question as to which should belong to the decision of the Board of Bishops, without any inflaence from the churches here. A jointure in such a request by the other , three conferences, which will meet ia the fall, will work the change which is so much to be 'desired. Ind. Journal. Remembe the 1st of May.
Council Proceedings." - April 16th, 1867. The petition from fifty residents east of 7th Street and north of Main Street in the city, praying that the Council will take necessary steps to form that part of the city into 5th ward. The Council ordered that the necessary steps should be taken, to submit the question to a vote of the people. The petition of the Committee from the Independent Hook and Ladder Co. No. 1, praying that the building owned by Charles Davis be permitted to remain upon the first alley north of Main, be
tween Franklin and 5th Street, was laid on the table. ? The petition of Nordyke, Marmon fc Co., asking the attention of its order, passed, ordering the grading and bouldering of Short Street, (extending from the north end of Green across to Washington) and praying that it instruct the Street Commissioner to have the order carried into effect, was granted. The petition of John J. Livingston, praying that he be privileged to use wa ter from the cistern on Washington St., opposite Robinson's Machine Works, for the consideration of 82 per week by him paid, was referred to the Committee on Streets. The petition of T. Henry Davis, et al., prayiug that the Council will cause to have graded and graveled the alley running east and west, from 7th to 8th Streets, and between Main and Walnu Streets, wa3 graated. The petition of Charles H. Dulin, et. al., praying to have graded and graveled , uctwec-u clu auu viu oireets, was granted. The petition of the City Clerk, pray ing that he be allowed 825 per month salary, was granted. The petition of sixty residents, praying that the present Chief of Police be removed from office, was referred to the Board of Police. The petition of Charles Estell, praying that he be privileged to erect a wooden shed and kitchen on north half of lot No. 3, laid out by J. Cox, was referred to the Committee on Ordinances. The claim of Andy Johnson for $3, was laid upon the table. The Committee on Public Buildings and Alarket, the Mayor, Street Commissioner and the Clerk each made their reports, which were ordered to be spread on the minutes. The Treasurer made a report, which was referred to the Committee on Ways and Means. The following resolutions was adopt ed : Resolved, That the Street Commission er be directed to request tbe proprietors of business property on Main St, to es tablish hitching posts in front of their respective houses. Wm. P. Wilson was allowed 85 for rent, paid to J. C. Ham. A resolution was adopted appointing Jeremiah Hadley, J. L. Meek and Lewis Baxter, Inspector and Judges of the election for city officers, at No. 2 Engino House, in the first ward, on the 7th day of May, 1867, and David P. Grave?, William II. Hewitt and Andrew J. Bell, Inspector and Judges, at No. 3, Engine Hall, in the 2d ward, and Charles Newman, Wm. Dulin and Samuel W. Lyude, Inspector and Judges, at No. 4, Engine House, in the 3d ward, and Noble Newport, Anton Egli, Francis Pruyn, Inspector and Judges, at south east corner of Main and Fifth Street, in 4th ward. The Mayor, Clerk, Auditor, Treasurer and Councilinen, were each allowed the balance of their respective salary and fees. . The . Council then adjourned until April 22d, 1867. LOOK OUT ! Strange aa it may seem, there is one act of the "Radical Thirty-ninth Congress," which is onirersally approved by the ex-rebels of the South we mean the Bankrupt act. Sine it, passage we have heard less aborrt "that unconstitutional body," and there is reason to believe that, instead of attempting to set tLe act aside, a large proportion of them are preparing to avail themselves of its benefits.
Ixdiaxa Law. In the case tried on Thursday in the Circuit Court, in which a woman was indicted for the larceny of some clothing from another woman, and acquitted, a singular anomaly in the laws of the State, was brought out : Under the old law a married woman could hold no property in her own right ; under recent statutes a wife may own all the property she had at the time of her marriage, and all acquired subsequently by, devise or descent, bat does not own the clothes she wears obtained by the joint labor of herself and husband they belong to the husband. In the case we have alluded to, the prisoner was charged in the indictment with stealing from a woman a certain lot or parcel of woman's appareL when she should have been r liarrrtwl with .tu.l;-.. .

At the election last Wednesday the following gen tlemen were elected : . Hoagland, of Fort Wayne ; J. TV. Hartwell, Cin cinnati ; Silas Colgrove, Winchester ; A. McKew RidgeTille; Levi James, Mount Pleasant ; jVilliim Deam, Bluffton ; J. W. Oruhbs, J. R. Mendenhall, Lutlier Mering, Irvin Reed and J. H. Mormon, of Rich mond. These are all good, substantial men, and will satisfy everybody, if they can do ths one thing needful, purchase the iron for the road. The best of feeling prevailed, and there was a determination to build the road. We are inclined to the opinion that the cars will be run on this road before the close of 1367.
