Ar gentleman who was a first rate performer of Scotch music on the violin, spent a winter at Exeter, and of course soon liecaae acquainted with tbe musical diletanti of that place. .Dining one day with a professor, the conversation turn. ed upon1 Scotch music, and a strong ar ! gnment arose as to its bearing competition with foreign music; the Scotchman, whom we shall for tbe present designate the Fiddler, insisted that, when properly played, nothing could excel it; the professor on the other hand, insisting that it was only fit for the barn yard. ( "I'll tell you what," says the Fiddler, "I'll lay a wager of b that if a party of Scotchmen can be got together, I'll make them shed tears one minute, sing the next, and dance the third." . : "Done," said the professor, "and if ' yonr mnsic is capable of that, I will not only pay you the 5 with pleasure, but wilj be convinced that it is the most enlivening, pathetic, and best music in the world." ' j The difficulty uose as to getting an opportunity for a trial. Bnt this was soon obviated by a third party informing . them that a number of young Scotchmen dined annually at the oldXondon Hotel, on the anniversary of Burns' birthday. .This, was a capital opportunity for the Fiddler, for these young men, being principally rawboned, overgrown Scotch lads, who had recently left their own country to carry tea in the neighborhood, were the very ones upon whom he was sure to make a hit. All being arranged, and the utmost secrecy being agreed upon, the eventful day was anxiously looked for At length it came, and the Fiddler and Professor, by an introduction to one of the party, got an invitation to the dinner. There were twelve altogether sat down; and a ; right merry party they soon became; for the whisky toddy was not spared when , the memory of any of Scotia's bards was toasted. The Fiddler was not long in perceiving that he had got among a right musical set, and he waited patiently until they were fit for anything. At length he gave a wink to the Professor, .who atoncc proposed that his friend ' should favor them with a Scotch tune on the violin. "Capital, capital!" cried the whole party. The violin was brought and all were in breathless anxiety. The Fiddler chose for his first tune, "Here's a health to them that's aw a," and played it in the most solemn and pathetic nranner. "That's a woefu' tune," said a great, big, rawboned youth to Lis next neighbor. "It is that, Sandy. There's mcikle in that tune, man. It reminds me o' ane tha's gane, Jamie," at the same time giving a deep sigh, and drawing his hand over hia long, gaunt face to hide the tears that were trickling down his cheeks. The Fiddler with his keen eye soon perceived that before he got through with the second part of the tune he would have them all in the same mood. He therefore threw his whole soul into the instrument, and played the tune as he had never done before; and as the last four bars of the tune died away like a distant echo, there was not a dry check amongst the company. Now is the time, thought the Fiddler; and without stopping a moment, struck up in a bold and vigorous style, "Willie Brew'd a Peck o' rMant." Out went the handkerchiefs, and away went the tears. Sec. 8, The City Engineer shall give five days written notice to the Owner or owners of any building bv him deemed dangerous from decay, jvant of repairs, or any other cause, to alter, repair, or remove the same, setting forth briefly in such notice the particular repairs or alterations to be made, and if said owner or owners lie not rusidents of Raid ity, said Engineer shall have such notice posted up in at least five public places therein. j - ..... Sec. 11, If, after fiv days notice, the owner or his Agent shall not proceed to repair, secure, or remove the building or edifice, and make the same secure, with reasonable dispatch, the Engineer shall report to the Mayor the condition of the building or edifice, its situation and danger apprehended; the Mayor, upon being satisfied by sucb report or otherwise, of the alleged danger to the public, shall issue his Warrant to the Engineer to take down or remove said building or structure, which he shall execute aceordinply; and the owner hall be liable to an action to be brought in the corporate name of tbe City for the amount of the expense. Sec. 12, The Chief Fire Engineer of the Citjr is hereby required to search any liildinr standing in a compact portion of tha city and in which there is cause to suspect the keeping of gunpowder in a quantity greater than twenty-five pounds; and in case of such discoverr, in such quantity, it shall be seized by such Engineer and removed to some safe place, and it shall be his duty to prosecute the owner or occupant of the building before tbe Mayor, and the defendant upon being convicted of the offense, shall be fined in any sum not exceeding fifty dollars, and cost of the removal of said powder. Sec. 13, Any person who shall keep, or knowingly suffer to be kept, in any building, any quantity of gunpowder, greater than twenty-five pounds, or who shall aid in, or have knowledge of such keeping, without fivhig immediate notice thereof to said Engineer or larshal, shall, on conviction of such offene before said Mavor, be fined in any sum not exceeding ten dollars. Sec. 14. All gunpowder, kept in quantities (for retail j less than twenty-five pounds, shall stall times be kept in a tin or other metal canister, securelv covered from danger of fire, or if the same be kept in a cask or other combustible vessel, such cask ov vessel shall be enveloped in a close leather bag; and any person convicted before the Mayor of a violation of this sec- ; tion shall be fined in any sum not exceeding tea dollars. :; Seo. 1, If any person or persons shall nse in any ' livery or other stable, carpenter shop, or feed store, ' containing hay or straw, within said city, any Pgnted candle or other light, without having secured the same . within a tin or glass lanteru.or shall smoke witbin or bring into such stable, shop or store, a lighted cigar or pipe, or fire crackers, he shall, on conviction before . the Mayor, be fined in any snm not exceeding twenty dollars. . .1 - ! . . He has been ottered faci lilies by the various Departments which enables him to warranter to soldiers and others entrusting their claims to him a more spendr settlement of them than has heretofore been offered by any agent. - He has secured tha service of Col. W. VT. DUDLEY for tbe Summer, who was for a long time an examiner of claims at Washington D. C. . Information given free, aud claims promptly attended to by letter. Charges moderate.
