The weather seems to be now very unfavorable for Fairs, but we hope it will clear off by the beginning of next week. It is but a short time to urge our farmers and manufacturers to participate in the enterprise and make it the success that a Wayne County Fair demands ; and we therefore urge them to be up and doing. When rightly conducted, as we believe our Fair will be, these exhibitions are most potent means of showing up our industry the handiwork of artizans; mechanics, farmers, and Nature, the most wonderful workman of all Fairs are seasons of rare interest. GREAT FRESHET.
Since Monday last, the rain has been falling- with scarcely any intermission now coming in April showers, and then pouring, lhe consequence is tnai an the 6treams are op considerably higher than the were in January, 1847 the highest flood ever known in this region. Tests' Woolen Factory below town, on the river, is said to be damaged about 83.000 river having washed away the bead gates, race, and the two roads on each side of the river, leading to the factory. Had the rain continued with with the same force two hours longer on Tuesday forenoon, the factory building would have been completely underminded and precipitated into the river. Mering's Mill and property, just South of town, suffered considerably he tell us that the extent of the damage to him is not less than 81,000. His race, fencinr. tc. are badly torn un. I he river has, apparently cut a new channel around the dam abutment on this side, and he fears his damage will be greater than his estimate above; but he cannot determine until the river falls. J ackson fc Co.'s Woolen factory, West of, and opposite the City, was completely flooded their new brick ware-house on the bank, looked like as if it was in the middle of the stream; but its foundation was sure being about eleven feet down. They got all their goods out; their fin ishing machinerj', being in the basement story of the mill, wasn't benefitted by the bath it received. 8500 will probably cover the damage sustained by them. . Scott & Fulghum, North or town, on the East-Fork, lost a large lot of lumber, and all the Mills on the river, and the different Forks of Whitewater, as far a? we can learn, have suffered more or less. The Wayne Pike's Bridge at Cam bridge, built in 1834 by Uncle Sam, is gone entirely nothing left but part of the abutments, and its bridge at Germantown is badly damaged, and the Pike is badly delapidated by washing all along the road to the West Hue. The Williams burg and Union Pike bridges and road is badly damaged. On the Central Railroad, when the Pike bridge went down stream it passed under the R. R. bridge, raising it com pletely up; but strange to say, it fell back in its old position, merely displac ing the cross-ties. The Railroad bridgo and pier at Germantown.were swept away and several bridges between there and Indianapolis more or less injured no communication between that city and Richmond within the past three days. The Bridge over the Miami on the Cen tral Road at Piqua, has been swept away. The Cincinnati and Dayton reads are still open to this city, and we received word by way of Cincinnati that Indianapolis has had its full share of damp ness. The southern portion of the city was flooded, and a large amount of property destroyed. Two men and a boy were drowned. The rains were- also heavy in the surrounding country, and several of the railroads centering at Indianapolis were more or less damaged, The Cincinnati Uazette of the linn, says: "A gentleman who has kept a record of the weather, informs us that it has rained, more or less, every day for seventy-two consecutive days." The estimated loss at Indianapolis is upwards of $100,000. Messrs. Foster, Holloway (Henry C. Holloway, formerly of this cit3) & Co., wholesale grocers, suffer .heavily. They estimate their damages at over $20,000. ' Jnst as we are going to press, we learn that the Hydraulic Canal at Hamilton, has given way and flooded that city, and that the Miami is within one foot of the Railroad bridge there it was feared that would be swept away. No papers from Cincinnati to dy. "Cocldn't Stem the Current." Our friend W. W. Foulke informs us that he had a valuable Sow that came near drowning on Tuesday last. The water invaded the lot where she was on the bank of the creek, and having swept away the fence, the female porcine, like many of the female persuasion of the human family, took a contrary fit, and, in spite of repeated calls from her owner, rushed into the river, and attempted o swim against the current President . J ohnson fashion but she soon . found it was "no go" down stream she went despite her mighty efforts to make headway in that direction. Mr. F. followed her about a quarter of a mile, when she brought up against some drift wood, and, with the aid of some of his neighbors, she was rescued from drowning, and dragged to shore, completely exhausted. The Reeves J. C. Kelley, Wm. Dulin, asking a reduction of taxes charged on the tax duplicate, was referred to the Commit tee on Claims. The petition of Daniel K. Zeller ask ing a reduction of tax charged against him on tbe duplicate, was referred. The petition of J. L. Meek, J. Xickolson, et al., asking the Council to repeal the provision, establishing a Public Stand at the depot and the remonstrance of C. S. Du Hadway, J. II. Thomas and of 115 others remonstrating against the repeal were laved upon the table. The petition of Wm. II. Bennett, J. H. Hatfield, et. al., asking the attention of the Council to the low salaries of the cjty Officials and especially that of the Marshal, was referred to the Board of Police. The petition of G. W. Russell praying that his license for keeping a Billiard Saloon be reduced from 870, to 850, waa tabled. The petition of Joseph Warner ask ing that the 85 taxed against him on Tax duplicate 'for street improvement, be taken off, was granted. The petition of the Independent Hook and Ladder Company, No. 1., (by its Committee of James E. Rogerson, Wm. P. Hutton and John S. Hunt,) asking a donation of 8300, to aid them in paying for their apparatus, was referred to the committee on Fire Co" s. The Committee on Claims recommend ed the payment of Jonas W. Yoe's ac count of 855 91 for repairing Fngine No. 2, which was concurred in. The committee on Streets recommende(j that the prayer of E. N. Gregory, Enos P. Baldwin, et. al., for preventing the water from cutting chasms and the sides of Washington Avenue be graveled, which wa3 granted. The same was done to the petition of N. Doan, James McWhiny et al., for grading, graveling and bouldering Short gtreet The petition of J. E. Avery for put ting in cistern on Marion Street under the pavement was tabled. The Board of Police reported that they had appointed for Chief of Police, John S. Lyle, for Patrolmen, Ed. Salter, Wm. Samuels, Jos. Fleming, Thos. Hass, and Chas. Seaman. The following Resolution was adopted: Be it Resolved by the Common Council of the City of Richmond, That the members of Policemen of said city shall consist of two Patrolmen for each Police District, besides the Chief of Police, if con sidered necessary by Board of Police. The Bill construing the meaning of the last proviso of Sec. 41 of an Act, pro viding for incorporation of cities, &c, passed by the late General Assembly of Ind., Dec. 20 1865, was tabled indefin itely. The matter of relieving the present watchman from his duties at Engine House No. 4, and of appointing another one was referred to the Committee on Fire Co's. to see that it was done.
