al Impressions. and Recolleetiona of Abraham Lincoln," makes the following reference to an interview between, our! late lamented President and the Hon. Bobert Dale Owen f istc HT-l Some weeks prior to the issue of the Presidents messago for 1863, to - which was appended, it will be remembered the proclamation of amnesty, the Hon. Robert Dale Owen, visited Washington. Calling upon the President, one Saturday morning, he said to him that he desired very much to secure an hour of his time, ae be had a matter upon which he 'expended considerable thought,, to. lay before him. I may say here that it had been understood in certain quarters that the President was contemplating at this time the issue of an amneaty proclamation. Knowing nothing of Mr. Owen's purpoie, he said to him: "You see how it is this morning; there are many - visitors waiting r can't yon oome up to-morrow morning. I shall be alone then; and if you have no scruples upon the subject I can give yon as much time as you wish? " " " ' Mr. Owen assured him of his readiness to corns at any honr most convenient,, and ten o'clock was named. Punctual to the appointment, the honr found Mr. Owen at the house. ' A repeated summons at the bell brought no response, and he at length pushed open .the door and walked leisurely up the stairs to the reception room. Neither servant nor Secretary was to be 6een. Presently Mr. Lincoln passed through the hull to his office, and " all was still aain. Looking vainly for a servant to Announce his name, Mr. Owen finally went to the office door, and knocked. ' ireally, said he, " Mr. President, I owe you an apology for coming in upon you in this uiicercmoniotts way; but I have for some tirne.becn waiting the ap1 pearanee of. a servant." 'Oh' was the 'good-natured reply, " "(She. boys are all out ,this morning. I have been expecting yon,' 'come iu and set down." . Proceeding directly tc the subject he had in hand, at the same time ' unfolding a manuscript of large proportions, Mr. Owen said ,'' . " I hav e a paper here, Mr. President, that I have prepared -, with some . care, which I wish to read to you." ,t - Mr,-Liucoln glanced at the formidable document really much more voluminous than it appeared, being very closely written and then, half unconsciously relapsing into an attitude and expression of resignation to what he evidently considered an a infliction which, could not well be avoided, signified his. readiness to listen. The article was a very carefully prepared digest of historical precedents in relation to the subject of amnesty in connection with treason and rebellion. It analyzed English and continental bifetory, reviewed elaborately the action of President Washington in reference to Shay and the subsequent " whisky" rebellion. . T L! i " I had read but two or three pages," said Mr. Owen, "when 31r. Lincoln assumed an erect posture, leaning, slightly forward, and, fixing his eyes intently upon me, seemed wholly absorbed in the atent of the manuscript. Frequently he would break in upon me with, 'Was that so? Please read that paragraph Again,' etc. When I at length came to Washington's proclamation to those engaged in the whisky rebellion, he interrupted me with, 'What! did Washington issue a proclamation of amnesty ? " Here it is, Sir," was the reply. Well I never knew that,' he rejoiued ; and so on through. " Upon the conclusion of the manuscript, Mr. Lincoln said: 'Mr. Owen, is that for me?" " Certainly, sir," said Mr. Owen, handing him the roll. "I understood that yon were consideriug this subject, aud thought that a review of this kind might be interesting to you." "There is a good deal of hard work in that document," continued Mr. Lincoln; " may I ask how long you werer.preparing it?"'' ' ' ' : '- " About three inoutha ; but then I have more leisure for such work than yort Mr. President." Mr. Lincoln took the manuscript, and folding it np carefully, arose and laid it away in the " pigeon-hole" marked " O" in his desk. Returning to his chair, he said: "Mr. frwen.it is due- to yon that I should 9ay that you have conferred a very essential service, both upon me and upon the country, by the preparation of this paper. ; It contains that which it is exceedingly important that I should know, but which, if left to m3'self, I nev- , er should have known, because I have not the necessary time for such an examination of authorities as a review of thi Vin.l in vol vp And I want tt sav. secondly, if I had the time, I could not have done the work so well as you have done it." This frank and generous avowal so nnliko what might be expected, under similar circumstance?, from most public men was exceedingly characteristic of Mr. Lincoln. At-t Aboct thk Wkathkr. An oM weather prophet, writing from SpringHeld, Ohio, to the Gazctie says : " In the summer of ltV4 and lf65, we have complete parallels of 1S54 and 1835, a remarkable wet summer following a remarkably dry summer. In '5 we had rotten potatoes, and the corn was gathered in the fall in a wet state. In the last days of December, 1855. -we had tremendous cold weather, the thermometer fell to '2h deg. below zero; fruit tress and grape vines were killed, and ercn forest trees were killed with the cold, aud the next spring farmers who had taken no extra pains to save their seed corn found that it would no grow. Many farmers were obliged to send to some distant place for seed-corn, and pay 83 pc, bushel for it. My advice is, that they go this year in corn-fields and elect early the best ears of com for seed: leave some of the husks on the cars, by which they can braid it up into strands, and hang it up where it will be bat of the way of rats and mice, and where it wUl dry out before very . cold weather can injare it. In that way they will be sure to have good seed-corn. Such a course ought to be practiced every year. Depend upon it, we shall have soma severe cold ' weather next winter, tuouaru it will not be a protracted cold. It will be sadden, short and sfoarp.- Let all be prepared for It " " . .
