A few year ago I sctout several hundred cuttings that I obtained from a neighbor, and the increased yield indued mc to set out all my wet land that couIJ not be drained to advantage for gtaiu or grass crops, with osier willows, lam satisfied pay better than anything else that can be produced on such laud. Eight ct dim feet in ous years growth is nothing extraordinary, and the number of sprouts from one stool in a single year is surprising, J cut only a few days ago from fitly or sixty from single stools only three years ago. J Whether the interests' 'o? agriculture are subserved by Wing a department specially devoted thereto in Washington, may admit of some doubt. But that, if there, is to be such a department, it should have at its head a man in some remote degree fitted for the place, admits of no doubt. , , . . , . .,' I am not conscious of the" slightest prejudice against Mr. Isaac Newton, the present Commissioner of Agriculture, lie it an amiable old blockhead that is -11. He could not write three sentences of English, if hi retention of hu office were made dependent upon his accomplishment of the-' feat. .Not a single paragraph' of a single report sent out fronUhe office has ever come from his pen. "Of agriculture he knows even. less than of spelling or grammar. ITe is said to have once been a Philadelphia market gardener ; but, whatever his other antecedents, he was, at the time ef his appointment, a Philadelphia ice cream vender, and keeper of a low restaurant. Ilia ice, cream may have been goodfor tne snkeof his customers I hope it was ; his liquor may have been no wtorse than the average; but I say what no intelligent man of any party in Washington .will be found to dispute, when I declare him notoriously and absolutely unfit either to be the head, of the Department of Agriculture or even its lowest cjerk or messenger. The man has been for years the standing laughing stock of the capital. Wits have amused themselves by imitating his orthography, or describing his almost daily journeys to the kitchen of the White House with butter and vegetables, said to have leen sent into his Department as specimens. Congressmen have stared at the gymnastics through which this "head of a Department" went in the task of signing bis name. And every man who has had the interest of Agriculture at heart has been ashamed of the very calling he had chosen, when he saw how scurvily it was represented. Quite possibly the agricultural interest needs no Commissioner at Washington: but at any rate they ought not to be insulted by such a one. Now that the harvesting season is over, and in the leisure that follows, farmers are about to meet each other and talk over their concerns at the county fairs, this is a good thing for them to think of. Their Congressmen are generally forthcoming at these fairs, with prettily rounded sentences about "the noble calling which underlies and sustains all others." Suppose the farmers improve the opportuni ty to ask them whether they mean to continue giving their influence at Washington toward insulting this calling winch they pruise. Every farmer who has personally had business with the Commissioner of Agriculture, every candid Congressman, and indeed every candid man in Washington, will testify that iu what I hay: said of Mr. Newton there is not one word of exaggeration. Fortunately, be has bad about him a few pains-taking clerks, who have sup plemcntcd his literary and agricultural deficiencies, and kept the very name of Agricultural Department from being wholly given over to lidicule. lUit no man who knows Mr. Newton will say that I have unfairly or even -unkindly sketched his character and qualifications for the place he holds. I have no personal cause of complaint against him; have never been treated by him otherwise than with politeness that was almost painful; and have no other feeling in the matter than one of supreme disgust that a person so shamefully unfit should be squandering the money doled out from tlie Treasury for a purpose so praiseworthy, and in an interest to which perhaps half of my reader belongs.
