Secretary McCulloch' Policy. The Washington correspondent of the New York Herald gives the following in regard to the policy of the Secretary of the Treasury : ' 1 Secretary ' McCVlloch is determined that the soldier and sailors shall fee paid promptly and in full, and a large proportion of the receipts of the Treasury from revenue and loans is daily elej voted to that object. Certificates of indebtedness will be relied upon to discharging other claims, until Congress provides additional Tecourec-s for meeting the demands upon the Treasury. The Secretary does not regard a national debt as a national blessing, but as an evil to be remedied at as early a day as possible. He wd recouimend to Congress a comprehensive scheme for funding nnd ultimately discharging the lo:td or indebtedness which the war has left upon us, with a3 little delay and the least possible burden upon the people. As a ensible and practical financier, he seeks to diiuiuUU rather than increase such blessings as those unavoidably incurred, in the suppression of the rebellion.

"Measure vour berries and bruise ; them;. to every gallou adding one qurat j or hodiug water. Let the mixture staua twenty four hours, stirring oceardonalFy; then Amin on the liquor into a cask, to e very gallon adding two pounds of sugar, cork tight, aud let it stand till the following October, and you will have wine reaily for use, without farther straining or boiling, that will make lips smack as they never smacked under similar influence before. The following receipt for making this wine, so-called, is from Mrs. Hale's New Cook Hook: "To 5 gallons ripe blackberries, add 7 pounds of honey and (i gallons cf water, boil, strain, and leave the liquor to ferment; then boil it again and put it into a cask to ferment." The lirst receipt, it will be preeeived, says nothing about fermentation, which is very important to be attended to, and which, unless it is, may burst the cask and spil! the wine. A Cow Drank Eighteen Gallons of Whisky. The Troy ( New York ) Times gives a most remarkable case of "beastly" intoxication : It seems that ou the upper part of Green Island au illicit whisky still existed, until yesterday, when Marshal Kipp, Collector Woodward and Inspector Fales made a raid on the premises, and locked up both the owner and the door. A month ago the riislille- wns in full blast. It was a "still" night, and the man running the machine, who had made eighteen gallons of whisky, put it out in the open air to cool. Along came a cow. She was thirsty, and the beverage looked inviting. She swallowed every drop eighteen gallons of tmrectitied whisky, warranted to kill at forty rods. That cow has heeii drunk ever since. She staggered home, and is now in the fourth week of a grand old bender. The cow eats nothing ; falls down whenever they try tr raise her up, and has becomeas lean as a crow, instead of a cow. Whether the coiv will ever get sober, or end her life in a fit of delirium tremens, is a question that we shall look anxiously to see the solutio i of. It is really a a remarkable case, and we should hardly believe it, if our informant was not connected with the telegraph, and of course perfectly reliable. jCf"The enforcement by the General Government of the rights of the blacks to vote will make a conflict in which for the protection of the negroes we shall have to eveu ise such a mditary supervision as will vitiate the elections. A peaceable and free election is the onlv one that is flt to send any representative to the national legislature, or to elect any o!lieor of government. Where thi cannot be had, the distticthad better be governed by appointment of the general power. Aud when we reflect on the pusillanimity of the majority of the Southern white people under the rule of the slaveholding class, and o their plea that although they were iu great majority against secession in every State, yet they were forced out. and on the despotic power the aristocratic class has exercised over them, can we reasonably expect that a class hitherto their slaves will not be subject to their control, fiercely backed as it will be by the poor whitey,ntil they acquire intelligence to perceive that they are keeping themselves in degradation ? The time has passed forever when ill-will to the Government will he propitiated by concession. The folly of thus eueouragiug seditiou and faction has been indelibly stamped upon the memory of the Northern people. The chapter which preceded this rebellion " will be a perpetual warning.
