Be it enacted by the General Atlemtly of the Commonwealth of Kentucky, That any citizen of this Slate who shall enter into tbe service of tbe so-called Con federate States, in either a civil or military capacity, or into the service of the so-called Provisional Government of Kentucky, in either a civil or military capacity, or having btretoforo entered socb service of either tbe Confederate Slates or Provisional Government, shall 'continue in such service after thin act takes effect, or shall take op or continue in arma against the military forces of tbe United States or tbe State of Kentucky, or shall give voluntary aid and assistance to those in arms against said forces, shall be deemed to have expatriated himself, and shall no lunger be a citizen of Kentucky, j nor shall he be sgain a citizen, except by i permission of the Legislature, by a general or special statute. 8xo. 2. That whenever a person attempts, or is called oo to exercise any of tbe constitutional or legal rights and privileges belonging only to citizens of Kentucky, he may be requited to negative on oath tne expatriation provided in the first section of this act ; and upon his failnre or refusal to do so, shall not be permitted la exercise any uch right or privilege. . But the difficulty is that the great majority ol the supporters of the Secession tmkei in Kentucky could not lake the oath without committing perjury, and bence tbey absented themselves from the polls. This is the true explanation of the lading off in the rote in Kentucky. And is there any man, is there any intelligent Copperhead evn, who can make a plausible argument in lavor of a man who baa been in arma against the Government of the United States, and against the State of Kentucky, exercising the right of suffrage in a loyal State. Will the Louisville Democrat pretend to say that rebel soldiers returned to Kentucky, or citizens of Kentucky who sympathize with, and have been trivia? aid and comfort to the rebels, had a rhzhl to vote at the election on Mondsy ? Tdis is tbe question. If they could not take tbe oath, it is plain they bad no right to vote. II they could, they were not pre vented from voting. J here is therefore no irround for complaint ; and no loyal citizen will complain. It is only those who desire tbe success of the rebellion who are op posed to furnishing another man or another dollar who do complain ; ana these are dissatisfied because men who could not wear tbat they have not fought against the 'Government, or given aid and comfort to the enemv. were not permitted to vote for men to administer the affairs of Kentucky, who are notoriously committed against tbe support of tbe Government. The complaint that tbe military authorities interfered in the election is easily disposed of. In tho first place, we quote a ' clause from General Burnside's order, which bears directly upon this point : 'As it is not tbe intention of the Commanding General to interfere with the proper expression of public opinion, all discretion in tbe conduct of the election will be, as usual, in the hands of the legally appointed Judges, at the polls, who will be held strictly responsible that no disloyal person be allowed to vote, aud to this end the military power is ordered to give them its utmost sup(ort." In the next place, turning to the resjltiu the Lexington District, we find thete were three candidates running. One of these wa General Boyle, who fill an important com mand in Kentucky. Now it will not be claimed that the military interfered to pre vent citizens voting for him. Vet we fiad Mr. Ciy, the Union candidate, received five hundred more votes than Bjyle and Buokner togeifer. Tnis was plainly the result of an overwhelming Uuiou sentiment In the absence of details, we are not prenrrf to sav to what extent tbe vote has ialln. off in kntuoky : lut we are satisfied that iti result in the State is a fair expiession of the legal voters. Rebels are not legal voters, and those who could not take the oath authorized by the Legislature, are clearly, in the meaning ot the law, rebels. Bat nil this howling of the Copperheads only shows what a terrible blow to them is this great and overwhelming Union victory in Keotucky. They confidently anticipated the transfer of that State to tbe control ol sympathizers with the rebels. In this they are disappointed ; and hence their efforts to break the force of their fall, and to weaken its effect upon tbe Vallandigham party io Ohio, by charging the defeat to military interference. - Col, Basil Duke and 52 other officers belonging to Morgan's horse thieving band, have been removed from Johnson's Island, and confioed in the Columbus Penitentiary with Morgan.7 ' vi Sixty wagons, eo route from Camp Nelson for forage, were burnt by the rebels, on Satard.ty. It ia true, if you were an Englishman and denounced our Government aa you denounce your own, you would be 'arbitrarily arrested' as a dangerous character, put od board of a convict ship and sent to Australia ; but being an American citiien, you have an 'inalienable tight' to defame your Government, affiliate with its enemies and betray your country. , Go on with the good work you have commenced. Continue your assaults upon the 'petty despots' at Washington. Strive your utmost to excite civil war in the North. You have the sympathies of every enemy of your country, raiglish tones will biess you, French Imperialists will bank you. Every crowned Despot, and every creature of despotism, will applaud you.
