I wish to aay a word of tho "situation" as it is called by the reporters of the day. I propose to advise nobody. I pretend to no eitraordinary foresight. But I de.'ire 4o atate that thia rebellion is a lie from the beginning. There never was any cause for it. To begin and kep up a system of wholesale lying waa adopted, and is pureued industriously to this day. It is the atock in trade they Lave. Ve have taken none of their property; wo bare excluded their slaves from our line; twhen needed we have placed guards of our aoldiera around their houses to protect them and yet they perbist in calling us abolitionists and negro thieves. And in spite of our disclaimers and our soldiers' asservations to the contrary ol our words and acts, they hare insisted that our oljt-ct is to liberate and to steal their slaves. And if we fail to restore the Union "the everlasting nigger" will be the cause of the failure. They know what they say is faUe, yet they nerer cease repeating it. Ilalleck is eiuineolly conserva tive I believe there is neither an abolitionist nor a secessionist in it. If there i one of either faetion, I do not know ir. So orderly, so patriotic and so conseervative a body of men I believe never before assembled together. That army in its intercourse with the secessionists bns pleaded and is "till pleading for peace under the old Government, offering to our Fouthern brethren all they ever had, and claiming nothing ex cept in common with them. They want to take nothing from any one. but desire that their Southern brethren shall enjoy all their rights unimpaired. Hut the negro is in the way, in spite of all that can be done or said. Standing before tlie eye of tho secessionist, the negro hides all the Lleshings of our government, throwing a black hhad ow on the sun itself. If it had been aay other species of properly that stood in the way, the army provoked as it has been, would willingly have seen its destruction. But the negro they did not wish to interfere with in any way. Vet wilh all it conscr'Ujitism and patriotUm the army has grown weary of thi$ insane cry of "abolitionism" qs a cause fur breaking up this government. I have warned our Southern freinda of the danger of continuing it much longer, and lull you to-night that if this war continues a year from this day, there will not be it slat e on this continent. Tho great revolution will take care of iiself the dead will bury its dead and those who are causing all the bloodshed ard desolation around us under tho false pretense that we det-ire to free their nejrrocs, will, if they vtrsist, one Jay and slavery snvfed out as yon snvjf out a candle. Slavery ts not worth our Government. It is not worth our liberty . It is not worth all the precious Hood now being poured out for freedom. It is not worth the free- navigation of the Mississippi rtvtr. iso; we must navo our government if not aa it now is, with slavery in it, we must have our Government. We cannot be slaves to Jeff Davis & Company. We must and will be free. We must have the free navigation of the Mississippi river; nnd if slavery gets in the Wuy of any of these rights, why slavery must get out of the way. That would bo the last resort, and I would be sorry to have recourso to it; but I am for the Government of our fathers against all things and everybody. Whilst the liberties of the people are sccurre under it, as they ever Lave been, I would allow nothing, but death to prevent my upholding it. And, loth as you may be to decide, you will soon as I believe, be called upon to do so. In spite of your entreaties, the issue will bo cruelly thrust npon you, and you will be forced to decide bttween slavery, ami your wives and your children. As for me, I am ready for the responsibility. A Southern man aa 1 am, born and brought up in the South, with all my sympathies with the South, I could not hesitate one moment when the issue is presented between the nigger and the Government of our fathers, I am for the Government of the United States against all its enemies. I hone and pray that our Southern friends will not force us to ex tremes on this sensitive point. We depre cate such a result; for we want our rights under the Constitution and we are all ready to fight for theirs under the good old Government. I would to-day most wilingly gird on my sword and fight for aay right belonging to them, slavery included, but they must not put slavery between me and the Government and laws of the United States. I will not consent to become a slave that the negro may be kept a slave. 1 will not sacrifice the happiness of my wife, children and friends, the welfare of my beloved Slate, and the glory of my country on aa altar dedicated to an "Ebony Idol." When I see placed on one side a Government formed by the noblest men the world has ever produoed, the legacy of Washington to the human race, a glorious country filled with a happy and enlighted people, and admired or feared on every spot that is is trodden by the foot of civilized man; and on the other a country rent into insignificant fragment,, engaged in continual wars with eaob ethev eaek on its knees begging essistanoe from some foreign monarch or other gainst a rival fragment, an object of oon tempt to him who uses it for his own purposes, then I shall not be long in coming to a decision, though negro slsvery may be on one aide and not on the other."
