That the maintenance of the principles promulgated in the Declaration ol hi'leper dence hiid embodied in the Federal Constitution ' "I hat nil men are created equal: that thtv are endow ed by their Creator with certain inalienable Tights ; that among these are life, liberty am) the pursuit of happiue?; that to fcire these, lights, governments were iost tilted among men, rieriting thoir just powers from the consent of the governed' is essential to the preservation of cur republican institution.", arid that the Federal Constitution, the rights of the States, and the Union of the States must and shall be preserved. 1. That to tbo Union of the Hta'es this na lico owes ita unprecedented increase in popnla tii-o; its surprising development of material rtfOtjrce, its rapid augmentation of wealth, its jj-ipriiness at home and its honor abroad, and W) hold in abhorrence all schemes for disunion, come Irotn what source they may ; and we C'inf ratu'att: the country that no Republican mem mt of CoLgress huj uttered or coui;tenanced ;he threats of disunion so often made by Democratic members without rebuke and with app'ause ffom their political ai iciatt-c; and we denounce tlioee threats of disunion, in case of a popular overthrow of iheir ascendercy, as denying the vital principles of a free government, and as au lvnwal of contemplated treason which it is the imperative duty of an indignaut people sternly to rebuke and forever airence. 4. That the maintenance inviolate of the rghla of the States, and especially the right of each State to control its own domestic it. solutions according to its own judgment exclusively, is essential to that balance of power on which the perfection nud endurance of our political fabric depends: and we denounce the lawless iuvas'on by an armed force of the soil ot any State or Territory, no matter under what pretest, as among the pravent of crimes. 5. That tha present Democratic administrahas fr exceeded our worst apprehensions in its measureless mbrviency to the exactions of a sectional interest, efpecially as evirced in its des reratu exertions to force the infamons .Locompton Constitution on the protesting people of Kansas ; in construing the personal relation between master and servant to involve an unqualified property in persons : io its attempted enforcement, everywhere, on land a: d sea, thru' the intervention of Congress and of the Fedetal Courts, of the extreme pretentions ot a r.ureiy local interest ; and in its general and unvarying abuse of the power entrusted to it by a confuting people. 6 I bat the people juatiy view witn alarm the reckless extravagance that pervades every department of the Federal Government; that a return to rigid economy unl accountability is ir.dispenf ub!o to arrest the systematic plunder of the public treasury by favoied partisans; while the recent startling developments of frauds and Corruptions at the Federal metropolis ehotv that an entire change of Administration is imperatively demanded. 7. That ttie new dogma that the Corstitution of its own lorce carries slavery into any or all of tha Territories of the United istntes, is a dangerous political heresy, at variance with the explicit provisions of that insirumerit itself, with cotemporaueous exposition, and with legislative and judicial precedent is revolutionary in its tendency, and subversive of the j.eace and harmony of the country. 8 "That the normal condition of H the territory of the United States is that of Freedom. That as our Republican futhers. when they hid abolished slavery in all our nttional territory, ordained that "no person s! old be deprived ol life, liberty, or property, without due proses of law," it becomes our duty, by legislation, wherever such legislation is necessary, to 'i-aintaiii thid provision of the Cor i'tiiiiu ajaiit a 1 at tempt to violate and we deny the authority of Contiress, of a Territorial Legislature, or of any individuals, to give legal ex slrnce to slavery in any Territory of the United States. 9. That we bra-ij the rtciuit re oj ening ot t'i.e African slave trade, under the cover ot our national Sag, aided by perversions of j udicial power, as a crime against humanity, and a burning shame u our country and i;e; aud wo call upon Congress to take prompt and efficient measures for tn total uud liual suppression of that execrable traffic 10. That in the recent retoen, by their Fed :ral Governors, of the acts of the Legislatures of Knas and Nebraska, prohibiting slavery in those Territories, we find a practical illustration of tha ' oasted Democratic principle of Non Intervention and Fopulal Sovereignty embodied in th Kansas Nebraska bill, and demonstration of the deception and fraad involved therein. 11. Teat Kansas shouht, of rij;ht, be imme diately admitted fs a State under the Constitution recently formed and adopted by her people, and accepted by the Moose of Representative j. 12. That, whilo providing revenue for the sapport of the General Government, by duties anon imports sound policy requires such aa adjust ment ol tnee imports ns to encourage trie de-; velpuent of the industrial interests of the whole; country; aud we commend that policy of national exchange which secures to the working men liberal wa?es, to agriculture remunerating prices, to mechanics and manufacturers an adequate reward for their skill, labor, and enterprise, aud to the nation commercial prosperity acd iuuependeoce. 13. That wo protest against any sale or alienatioo to others of the i'abiio Lands held bv actual settlers, aod against any view of the Free Homestead policy which regards the settlers as paupers or suppliant for public bounty; we datiiaod the passage by Congress of the complete Mid satisfactory Homestead measure which has already passed the Houee 14. That the Republican party is op nosed to any change in the naturalisation laws, or any - State legislation by which the rich of ci'iroaship, hitherto accorded to immigrants from foreign lands shall be abriged or impaired; and io ravor ol gmng a toil an J efUcwut protection to! the right of all classes of citizens, whether native or naturalized, both at home and abroad. 15.
