HICHMOND. Doc, 1st IS59. Tlie Democratic Convention. We last wet-k gave a very trnthral report tf the proceedings bad by our democratic friecda ai their lnte county convention. We proposa week to totiee the platform laid dor' . ,' , . . , r -ueial neighm.taacidate party. e beueve oa s r ' ... -Uee whsch rebor was a member of tuo cop' , . , . e in a 7 have occasion ported tbe resolution, bu ' , . , to fchow hi in ud it ,. , -irte. Here is the lirst reao mean ui lorim--lotion xhat we recognize the existence cf . J one National Tarty, that is the Democratic iirty, whose principles are embodied iu the Cincinnati Platform. "Nod iuterve&tion by Congress with Slavery ia the State or Territories, or io the District of Columbia." I bis reminds us of two resolutiocssaid to have been adopted by the Mormons, ia the following word: "Resolved, That the earth belongs to the saints cf the Lord. "Reeved, That we are the iuin's" l'ut what claims haj that party to being the only National party? 11 to conetitute it a National 'party require that it tbould have a respectable position in all portions of the. Union, we would incjuire where in the free Stated that party Las not been ntU-rly routed and defeated? Perhsp,in lllinois.Indiana and Oregon. Where are all the New England .States New York, PetiticylTatia,Ohio, Iowa, Minnesota, Nebraska, Miehiguii? Are they democratic? I5ut are the principles rf tbe Cincinnati platform the principles of the democratic party? During the time Ivarsts was applying for admire! on into the Union of the States, a proposition was introduced from a democratic committee ii.to Cougre.-a, providing that if Kansas camtt ia under a fclavo constitution she conld do so, end receive therefor a nrir.iQcciit grurit of lands'. If Iie r. jrcled the land by insistirg on a free coDbtitutiou, t-he should only come ia cn other conditions Almost every democrat in Congress voted fr 'his proposition, kiiown 61 tho Kngliab bill. W&s r.ot this an iuttrCerem-o with slavery in tha territories? VYh-n the adinti.utratioo sent t'le army to Kansas to beat down and conquer the free Htato men, was it not to establish slavery in tho tetritorry? Oar neigh bor in these rcsolutiona is amiouueed as o;.poed i to tho interference by Congress with slavery in tha District of Columbia. H un long is it since he was io favor of abolishing slavery there by Congress and finally eradicating it from the slave States, by some undefined power? Not long. He will not deny that he advocated this doctrine. How long is it since the democratic party of this Slate was in favor of Con-jre preventing the extension of flavery into territories then held or thereafter to bo acquired? How long is it since our neighbor wai opposed to that democratic mtaturc known as the fugitive! slavo law how long is it iuco be ealoi'ized .Mr. liriht for relusing to voto for that odious mcnsiuc? In tho Jtffers.mian of April 4, Idol, Elder, in speak ii g of ISright, sajs: ' lie did not vote for iho fa. gitivo slave law, the only one of the adjustment meaonre that WK liu.J any particular objection to." In March 21, of the same year, in speaking of the democratic defeat iu New Hampshire, he said: "Such will be tho result in every Northern State where the attempt is niai'.e to muke the democratic party endorse the fugitive slave law. Th rl.Mlin.irni;,. nnrin r f t.a ! II take warning ami not rvtlVcr themselves to bo committed to a measure which will ho ture to create distraction and disunion iu the ranks." 1 he party did endorse that dVmoerutic measure and they have, iu accordance with the sagacity of; our nighbor, met defeat iu nearly every Xorlh-i ern State. Another tceolutlon 's as follows: littulved. That the den ocrncy of Wnvi.u conntyhave full faith ai d confidence in thV anthor-1 ized agent, aod dele;ales of the National demo- ! cratic party, who will ussetnb'e ut Charleston next i year to nominate a I'resrdential ticket, and reaffirm I ei.d adopt a p'attoi in of principles, und we pledge i ourselves, in advance, to .uppoit the ticket they j make aud stucd on th platform they udojt. This is going it blind, and is like the locuf co who, a few years ago, nffcrcd a resolution to a ytate Convention, ia these words: ' Ivolved, we aie in favor of tho test war." This is a coutidence to blind that it carnot easily be nii.4(laced. I No mattir who may be the candidate, or the platform adopted, they are for him and it. Vhat a humble position for freemen how complacently they place the collar ou their necks. But it is e'emot-racy in its modern practice. Rewolted, That we endorse thr a! iiinistration of James Kuchanau, as bein national ia its pohcy and just iu iu measures. We had scarcely expec ed the, democracy to ready to endorse all the outrages perpetrated on- i der the preseut imbecile adtniuutration. Bat bv i tbe fear of the lash they have bowed their ceck3 ' and endorse the Ksnsas ontraje tlu estravagocce and ruinous financial policy the Utah ex pedition the proscription of the Douglas meo.all j tr.J everything that has been done by the partv ' under the lead of Buchanan. j "Rticteed, That we are PROUD or the Governor of our State, A. 1. Willard i - A rt . t i - , e ore glad to hear that some one ta promt of ,tm, because we have (eared there was no one so "poor aa to do him reverence." Ills coorse is so ' recklesa and uoblashin?; that we supposed even! Lit. own party would s.-arco endorse h!iu. Ills course in regard tj the election of Lu0 and McCarty ta the Senate iu regard to tbe election cf Socretarv ot StAt in mirr.l f.- i'Un 1.,,.;..., of th6 new pent tunti ary his personal habits, surely all these are sira-.ga thiags tor hunorablt men to be proud of. The last resolution is ls fo'lows: Retolted, That the late treasonable anj icsurrectionary movement at Harpers Ferry :s the, natural n?alt of the teachings of the leaders of tha llepnblican party, and that it illustrates what may be expected from tbe practical carrying out cf tha doctrines of that party. The impudence of this can only be excelled by ! iu falsehood. Let as look at the facts and history of this matter. The Republicans have at all times been disposed to leave this slavery question where the patriots and fathers of the Republic placed and left it. They have never made one acaressive step against the iostilutioo, where it legally exist. While they may have deplored its existence even there, as constitution abiding citizens they have been content to let it work oat its own re-ult It would require columns to enumerate the aggressive act? cf slavery. But let us only refer to the compromises cf 1S30, to which we were not specially partial, bat the democracy claimed that they were necessary and had the effect to still the agitation of the slavery question forever. It bad the desired effect for a time.
Eat the democracy could not let te matter rest ar.il a dUCngaiobed leader of that prty, ambitious for Southern support fU the P-esideocy, disturbed this qoiet and repealed 7 tbe tone of Vii party the Missouri eoinovr.x opening up the tarce old question. TO refettl caused the terrible conflict in K-'sa3- which waa t1'6 '15'61 j3praceful oaira'3 wnich is to be foand in the history of or'ia')a "I',ien came the Drad Scott dtcW'-'' carrying slavery wherever tbe constitat; a is reoognized in the territories another decision will yet be made in the Lemon case, carrying slavery into the S'.ate3. A portion of the South is now asking a slave code by Congress and the re-openit,g of the African slave trade. Personal outrages have been inflicted u;on citizens of tho free Sta!e3 who have bud occasion to visit the South. Thus has the Swuth kept np the agitation of thissoSject, and the North, wVh a la wabiling determination and a ncion loving disposition have quietly subu.itted, and for the sake of peace are still deposed to submit. How much longer they will endure the insolence and dictation of the South, we are not prepared to say. The outbreak at Harper's Terry is the result cf the invahion of Kansas by the South, aided and sustained by the administration. It is a personal matter between them and old John Irown, an honest, courageous and conscientious man. The ltepublican party have had nothing to do with it. Its teachings have never been in favor of insurrection on th-j contrary it has been uniformly condemned. Kven the ultra aboiitionUts of the country, being non-resistents, have condemned insurrection. The whole truth id that the South, sustkioed by the ;e moerulic dough face3 of the North have brought upon them tho lerribU state of alfairs now ex'stingiu Virginia.

Mr. A. P. Richardson, formerly Senator in our State Legislature from St. Joseph county, now editor of the North Iowa Times, a democratic paper, who is well known to many of our citizens, sends us the last issue of Lis pper, ia which we fi.sJ the fliowinj damainni and disgraceful exposure. Wo wish it understood that wo have no desire to see Cook executed. If Gov. Wil!ard can save his life honorably, we hope most ear; ! nestly that he will. On Friday last, Nov. 1 1, the Clerk of the Key City on the downward passage of the steamer, handed us a letter of which we have decided to Dul lish the substance. The ; publication of the letter, with au enclosure designed as an 'editorial' for the columns of the North low Ti.nes would cause a sensa- j tion of no ordinary character. j It is known to the reading public of the Luian, that Capt. Couk has recently been I coriV'icted of murder and insurrection at liar- j per's Ferry, and that Gov. Willard of Indiana, in obedience to the dictates of huw.nity and respect for the feelings of his wife, j whose brother Cipt uook. is, has attended the trial, provided able counsel, and exerted j every justifiable moral intluence to avert the j doom which probably awaits his unfortunate j relative. It may not be known, however, ' that in the letter now before us, address- i ed to the c'itor of this paper as aa "Indian-' ian and a Democrat," written by a gentleman formerly in the confidence ol a distinguised ! senator from Indiana, there is a proposition! to bring the political character and services1 of Gov. Wili.tr 1, Hit l the aid of the Demo-; cratio Press of the west, to bear on Gover- j nor Wish's b-i-iins or his canity, for the com- j mutation of Cook's sentence to imprisonment S for life, i et such is tne btet !
