Democracy Backing Down The telegraph rerorta that " Previous to the preparation of the letter to oar Minister at Berlin, iottrncting him to demand of tbe Hanoverian government the wirrentler of Mr. Ernst. Attorney General Iilack, r.f. the rt-qoest of tbe Piesident, rendered an opinion in the case, maintaining the general right of expatriation as incontestable, and that in regard to the protection of oor citizen in their rights at home and abroad, we have no law which divides tleui into clatsep, or makes soy difference whatever between a iintive and a naturalized citizen -'Hey ray theiclore, go lorth with equal security, over every sea and through every land under Loaven, including the country in which the latter were born. Either of them may be taken for a debt contracted, or a crime committed by him, hut both are absolutely free from all politicol ob iipraioLS to every country but their own. They are both American citizens, and their ex elusive allegience is due to tbe goveraojent of the Ui.ittd States. la Judge Black's opinion, the Hanr.veriao poverrment cannot justify the anest of Err.et, by t-howing that he emigrated contrary to the laws if his country, unless it can also be proved that the original right of expatriation depends opon the cr.titent of the natural sovereign, and this last proposition be is sure no man cau establish." So speaks tbe Attorney Genual, but the question is", will the Kv.eco.tive and Lis Cabinet carry oat the opioioca of their Judicial adviser Judge Black's opinion is correct, but he has no pover to enforce bis opinion. Mr. Buchanan aud tlen. Cuss, have tha power to protect American Citizens as advised to ba their duty, but they have already given their policy to the world, which h th'j reverse, and it is scarcely probable they will taka back what they Lave said on the subject, n.i.l we therefore advise all naturalized citizens of ta'i country to remain at home, for they can have no hopes of protection from the government iong as the present incumbent occupies the Presidential chair. W ill our neighbor of the JeiTt'rsoniun take back v hot he Las said on the subject T We shall see Kansas Claims. The Legislature of Kansas, nt ita lust scsion, appointed a Commission, consisting of one Democrat as chairman, and two liepublicans, to go into different parts of tbe Territo ry, and take evidence of the losses sustained by the people daring the difficulties which afflicted i them iu 1855 and 1856, and report the amount ' due each claimant. j The amount claimed fcr losses sustained. I n't runts to one million, two hundred and hfty j ttru.'-and, nine hundred dollars and s'xty-six ret, is, one half of which is fraudulent, aud will! not be allowed by the commissioners. The crops taken or destroyed aenonrit, in the lur-regate, to thirty-nine thousand and 6lty-two l ui.i.ra and sixty cents. Three hundied and fort i.or.-e", four hundred and five head of stock .'t, and fifty-three houses destroyed. The I i e State men surpassed the proslavery men in p 'ting horses, but in the destruction of property, d lirivinjf off stock, the other party excelled. Tbe largest claimant against the Territory for ! !o?ses sustained, is Col. S. V. lIdridge, proprieior of the Free Mate Hotel, at the time it was oestioyed ; he was awarded about forty thousand ( dollars. The smallest award is tbat of a gentle- j man who claimed over two thousand, and is to ; jeeerve only nine dollars. Congress will be called upon to pay all these jubt claims, and it should be done. jSiT Wo viaited Camp Guthrie, at Middletown, Ohio, a few days since, and found quite a large number of military gentlemen in attendance. The camp is located in a beautiful grove east of Middletown, and everything was conducted with good order and decorum. When "re arrived on the grounds divine service was being performed, which was attended with marked at'.eotion. We called upon our old friend, Geo. W. Dr S S Boyd, of Jacksonborgh, was proposed and elected to membership. J J Conley moved that the Association take thirty minutes to examine the very fine collection of Fruits, Flowers, and Vegetables on exhibition. E Y Tea, of Rase Hill, exhibited a fine col ection of Flowers, prominent among which were Rome three or fonr varieties of tbe Climatis, very fine; also a one year poaipkia grown last seasonperfectly sound. Mr W R Smith said he had known the same variety kept seven years. l)r Boyd believed the common field pampkiu
could be kept several years; hi had kept oue two years perfectly sound. Mr Teas also exhibited specimens of the gencine Allen Raspberry and Red Prolific A sun mer Turnip shouro by li SUattan, with ont name, attracted some attention from its superior size and appearance. Brinckle'a Orange Raspberry shown by Mr ?. was tnueh admired bolb for size and flavor. Cane not hardy; requires protection through the winter. The Everbearing Raspberry exhibited by Dr Boyd, was the centre of attraction, not only from its fine size and flavor, but for its great bearing qnalities, producing fine fruit from the middle ot June until frost; continually good for market; berry fresh, being quite so id; cane very hardy, sustaining tbe co!J of winter t qual to tbe com mon black. He had picked thirty quarts from one rod square of first crop. J J Conley exhibited fine specimens of the Lawton Blackberry; he had twelve canes he iho't would yield one bushel of frnit this season; the canes are three years old; uses stable manure as fertilizer. Dr Boyd wished to know the best Strawberry for family use. Baer, Con.'ey und Lancaster tho't PyramMiul Chillian best. Dr Baer thought they should be wa'ered copicmly every morn ing when the water aud soil were near the same temperature. BoyJ thought plants generally were revived by coll water, applied at any lime during the Leal of the day. Teas recommended watering iu the evening. Thought it lost too much by evaporation when applied in the morning. Conley and Smith would water at any time. Hutton thought the Strawberry required a cool temperature, berefore, by applying cold water to the roots of plants iu the heat of the d;iy, tended to equalize the temperature and promote Ihe health of the plants. Thomas Moore said he had taken from one Strawberry plant this season, 700 berries. He wished to know if any one could beat it. On motion of W R Smith, Resolved, That Dr Bovd he requested to furnish this Association a written statement of the history of the Raspberry exhibited byhiui at this meeting. An expedition to chastise them was talked of. The miners were leaving in large numbers.— Some 3000 wagons are now on the return trip.— McCoy estimates that there are from 25,000 to 30,000 persons in and about the mines, most of whom are doing nothing, or working for their board.
