RICHMOND, DECEHBER 16, 1858.
With this ounbr we comajence the 23th ; voir of the Palltdinm, and enter upon its pnb- j l.'catioD with the determination of making it ' acccp lible to oar patrocs as circunjotat.ee will en - able us to do. As a general thing newspapers are peed ted interestitg in proportion to the amouu of labor bestowed upon them, and iLi as general! depends open the amount of patron age received. It ought not to be expected that paper, cor fired to porely alccal circulation will comjete in the amoant of matter or the genera) ' interest displayed in its columns with papers published in Urge cities, where from their locatior they are enabled to attract a large lifct of sub ecribers. We, however, have no cause of complaint, for onr parer has steadily maintained it noalcircalation, iccreaitg with the growth of our city and county. It has now a larger circulation than it ever had before, with erbaps one exception, aud thjD it waa furnished to clubs of twenty atone dollar per year; bat the experience o.' that jtar proved to us that the price would not ' ! Two or three of oar subscribers at the close ol this year have discontinued their subscription to j the Palladium because they can get a larger j sheet ai a less sura. This rs their pereel right and wo allude to it h no eririt of complaint. We ) have ocly to say ra regard to that matter, thataf j ttr 23 years of experience, we know that we can-! not attar J to publish our paper for less than the j
price now charged. If othera can do it, they j the paper. W e ahall nake an effort,' during the winter and epring to Increase oar list J or giiriscnDera, ana respeciiuiiy anK oar iiepoDu can friends to aid ua ia thia effort. It is use lens ht us to Bay that the Palladium will continue to advocate the aame principles of political economy that it has daring its existence. . It has ever been the advocate, humble it is true, cf the well known principles of the Whig party, ' and although the name of that party has from ' motives of policy been changed to that of Hepublican, we have given op no great principle we advocated under another came. We have ever been and are now opposed to the institution of slavery uncompromisingly opposed to its extension to one foot of soil now free. We are in favor of a protective tariff; for the purpose ol maintaining tbe great manufacturing interests of our country, and incidently every other interest belonging to the people. We -are in favor of fostering tbe great agricultural interests of the country by protecting It in our commercial trea ties with other governments, and by liberal ap-j propriations from the treasury of the national ' government. We ere in favor of a liberal systern of iuternal improvements by the general gov- j ernment scf&cient at least to protect the com uiereo of the Great West from destruction to' which it is liable, of improvt mentin the nav:ga- 1 tion of our rivers and lakes. We are opposed to ' tl.e i.cquUition of ony more Southern territory j either by purchase or conquest; but if acquired, ; to be irctt territory. If -Cuba and Mexico are to be admitted to the Union, so phould Canada. j In addition to the political character above indicated ns that which our piper has been and ' will be governed, we shall endeavor, -so far as its ' "littiitM will permit, to make it valuable to the fam- j ily and miscellaneous reader. In short, what the ! J'ul'udium has been it will be iu future. During ; the ears it has been published, we have failed ; but on two occasions to iscue promptly during f each week, and hope to be equally prompt in the future. Ireldcuts Measagp. Tho continuation of the Message thia week precludes our nanal variety of reading matter. We had intended to have submitted some remarks in review rf this "explanation of President Bachii'iai), bat onr limited space forbids it, for this week at least. Every reader f the Message how. tfver will be impressed with one idea in regard to it, and that is, that great imbecility has characterized the present Administration or it wouid not reij'iireso many words of explanation. The reader will be specially impressed with the great eff irt of the President to hunt op all tho little and inci uificant annojancea wl ich have occcrred with our cit zena in Mexico, and then n-.agnify them into some kind of importance in a State paper of the character of a President's Message. It is a one sided afTair, and to lave given it a color of impartiality, the Presideut ihould have gloriQed a little over that ever-Esemorable exploit of the American Navy in the bombardment of Grey. town! However, until we read the message, we did not know how mnch indignity had been heaped upon American citizens, and how quietly our people had submitted to them f.-r the last fonrteen years. An old friend of o urs says this part of the message reminds him of an old friend of his he met a few years aince, when the following conversation took plat: How do you do, my friend T Oh, I'm sick I have Buffered very reach for the last ii month from tha cold plague, but never knew it until yesterday 1' Jj.t so with Mr Buchanan. American citixens have been outrageously abused by Mexicans, for tbe last fourteen years, bat co body ever knew it ut.til the president wanted to get np a pretext for m quarrel with Mexice. The President also favor tbe old Whig doctrine of protection to American interest. There is on old aod vnlgsr expression that ' a fool will only learn in tha achool of experience. A bankrupt and depleted treasury m broken down and appended manufacturing interest, baa proven to Mr. Buchanan that free trade on our part gainst protection on the part of otier government and ' ten cents a day for labor,' ia adverse t j American interests, and after a terra f sad ex. perieoce he now favora protection, tot the aake of protection and for revenue. W bave aot room to even enter cpon the false reasoning Bnd the pettkft jinj pleaa of tha President in regvd to Kansas affairs. These will be appajent to the most casual reader. The idea advanced by hia tUt the people of Kansas had been forced to submit to U admioiatratioo, and bad towed their cecka to Federal authority ia aimply r dicolous. Tbe frieocs of freedom there have trorrpted m direct opposition to the wisb.es and tffortsofthe administration. Federal bavoncts have had no terror to U people of Kansas, and the pritciplea of freed caa bave rinmphed there, tecauee tbe Inspirrd the hesvrta cf a patriots people.
BnxiaaD. Following the example of a!l who are violating law and outraging morula, when a truthful and fearless exposition on the part of a free press is attempted, curses and threats of violence are hurled at the editor, by those who make the sowing of tares profitable, in order to intixm-

A fellow by the name of Moo - targ is trying (like our I lopttaX friend across the street) to establish a billiard saloon, and the Times has been performing its duty by ca'liog tbe attention of the public to tbe parnicioas effects of such a baneful institution on the habita and character of the youth of that place. TheMakingFuad. - The Indianapolis Journal of Saturday morning, publishes a summary of the report of the Sicking Fund Commissioners, showing a balance of $2,7 eO, 604 36 ia their hands over all debts, a result sajs that paper '-that deserves something
more than a passicg notice. When the State Back was chartered the Canal Commissioners were j j authorized to borrow SI, 350,000 on the credit ; 1 of the State, to pay the State's subscription of j Batik stock, and to lend to other subscribers, ou j j interest, the amount necessary to pay a portion of j j their. We hold up the record with : u.ialloyed gratification, not only as a witness of the integrity of the bank managers and Fund ; Commissioner, but as an evidence that our needy j school fund will sooner or later come into the i possession of a handsome estate, and be enabled j to work, instead of barely living as it now docs, j In the carelessness, extravagance and demorali-; zation of th? it:a:iairemrr.t cf public trusts in this day, both StatJ and National, it is a cause of jut pride to us that Indiana can show one fund manaaaged not only honestly, but with most consumate skill. Arkansas, the Gove-nor of that State says in his j recent message, will not lose more than 81,100,- j 000 by her connection with the State Bank .
