If any person shall neglect or refuse to improve hie, her, or their, sidewalks as aforesaid after the space of ninety days from the time of being notified, it shall be the duty of the High Constable to give such delinquent or delinquents notice that he will proceed to improve the side-walks in front of IiisJier,or their, prem ises as the Council may direct, unless he, she, or they appear before the Boro' Council and show sufficient cause why such im provement should not be made Sir. 4th.
